NEWTON BOARD OF SELECTMEN
DATE: TUESDAY, NOVEMBER 1, 2016

PUBLIC MEETING MINUTES

  • Call to Order
Chairman Doggett called the meeting to order at 6:02 pm.  In attendance were Selectmen James L. Doggett, Chairman, Matthew A. Burrill, Vice Chairman, Robert S. Donovan, Jr., Lawrence B. Foote and Town Administrator Nancy J. Wrigley.  The public meeting was recorded and audiotaped; minutes were transcribed and typed by Barbara White.  The nonpublic meeting minutes were transcribed and typed by Town Administrator Nancy J. Wrigley.

Selectman Foote moved to go into Nonpublic Session at 6:02 pm under RSA 91-A: 3 II (a) – (c) HR Matters.  Second by Selectman Burrill with a unanimous roll call vote: Doggett – aye, Burrill – aye, Donovan – aye, Foote - aye.

Chairman Doggett called the public meeting back to order at 7:30 pm

Selectman Burrill moved that the Board of Selectmen just came out of Nonpublic Session under RSA 91-A:3 II (a) – (c) – HR Matters and to keep all matters confidential until in the majority of the opinion of the Board Members, the circumstances no longer apply except to announce one full-time hire.  Second by Selectman Donovan with a unanimous vote.

The Board voted to hire Aaron Mounsey, full-time Police Officer, Grade XVIII/7 effective 11/13/16 to fill a position that was open since July 2016.

  • Pledge of Allegiance
Approval of Minutes
Selectmen’s Public Minutes dated October 17, 2016, October 18, 2016, & October 26, 2016; and Non-Public Minutes dated October 17, 2016 & October 18, 2016

Selectman Burrill moved to approve. Second by Selectman Gonyer; unanimous.

  • Scheduled Business
  • Fire Department: Denton Program-donation of used fire equipment
Chief Alcaidinho requested outdated fire equipment (hoses) and turnout gear be donated to the Denton Program.  The Denton Program sends this gear to the Fire Service in El Salvador.  The Fire Academy will be paying to ship the equipment to El Salvador however the town has to get it to Concord.  Selectman Donovan moved to donate the hoses and other equipment that is expired to the Denton Program.  Second by Selectman Gonyer; unanimous.

  • Fire Department: Use of Bay #6 and Bay #7
Chief Alcaidinho inquired what the chance is of using the 40’ x 45’ (1,800 sf) section (the heated garage bays with 2 doors on the North end of the building on Merrimac Road) for the Fire Department to store their equipment.  This will be addressed at the next meeting when the Chief Alcaidinho can present his request.

  • Fire Department: 3-Year Service Agreement Contract
Selectman Donovan moved to sign the contract with Fail Safe in the amount of $2,423.50.  Second by Selectman Foote; unanimous.

  • 2016 Tax Rate
It was noted that the tax rate will be $26.16; in 2015 it was $26.17.

  • 2017 Health / Dental / STD Insurance Rates
Selectman Gonyer moved to sign the Health/Dental STD rates agreement.  Second by Selectman Foote; unanimous.

  • 2017 Proposed Budget Review
Library Budget
Library Trustee Katherine Meserve presented the proposed Library budget in the amount of $116,087.00, and noted there were no wage increases for this year.  Selectman Gonyer moved to accept the proposed library budget to be included in the town budget.  Second by Selectman Donovan; unanimous.
Selectman Burrill noted that at the last meeting the Board stated that the budgets are proposed and not officially accepted until the Board can put all the numbers together.  
 
Cemetery Budget
Mr. Landry presented a budget which was the same as last year’s budget amount.  Foote moved to accept the proposed cemetery budget in the amount of $14,046 to be included in the town budget.  Second by Gonyer; unanimous.  Mr. Burrill asked what the Consultant fee was used for.  Mr. Landry noted it was to update the cemetery maps.

ZBA
Nothing has been received.

Tree Warden
The amount had been reduced from $4000 to $2000.  So far this year $1,200 was spent.  The Board did not approve a proposal this evening.

Welfare
The request to provide a five-year trend on this budget was discussed but will be revisited again.
  • Selectmen’s Secretary Job Description
Selectman Burrill moved to adopt the Board of Selectmen’s Secretary job description.  Second by Selectman Foote; unanimous.

  • Veterans Day Observance
For various reasons the Board agreed to hold off on holding a Veteran’s Day observance at the Town Hall as it would conflict with the Sargent Wood’s ceremony.  They will discuss a joint celebration for next year.

  • Announcements
Selectman Burrill announced there would be a “Meet the Candidates” night at the Town Hall on November 2 and invited everyone to attend.

  • Other Business, Sign Manifests, Requisitions, Abatements, Tax Credits, Correspondence and Appointments
Vendor Manifest
Selectman Foote moved to sign the vendor manifest dated 11/01/2016 in the amount of $378,717.91. Second by Selectman Burrill; discussion. It was noted that $299,728 is going to the Sanborn Regional School District.  Unanimous.

Payroll Manifest
Selectman Foote moved to sign the Payroll Manifest for the pay period of 10/16 – 10/29 with a pay date of 11/03/2016.  Second by Selectman Donovan; unanimous.

        Recreation Committee - Boy Scouts Halloween Party
Selectman Burrill moved to pay Requisition #2635 for the DJ in the amount of $250.00 to be taken from the Recreation Special Programs funds.  Second by Selectman Foote; unanimous.

Selectman Gonyer moved to pay Requisition #2636 for Walmart Gift Cards in the amount of $120.00 to be taken from the Recreation Special Programs funds.  Second by Selectman Foote; unanimous.  Ms. Gonyer noted this was for all Newton children, not just the Boy Scouts.

Selectman Gonyer moved to pay Requisition #2637 for “Trunk or Treat” medals in the amount of $41.73 to be taken from the Recreation Special Programs funds. Second by Selectman Burrill; unanimous.

  • Adjourn
Selectman Gonyer motioned to adjourn at 8:13pm.  Second by Selectman Donovan;
unanimous.
