NEWTON BOARD OF SELECTMEN

PUBLIC MEETING MINUTES

  • Call to Order
Chairman Doggett called the meeting to order at 6:00 pm.  In attendance were Selectmen James L. Doggett, Chairman, Matthew A. Burrill, Vice Chairman, Robert S. Donovan, Jr., Lawrence B. Foote and Town Administrator Nancy J. Wrigley.  The public meeting was recorded and minutes were transcribed and typed by Town Administrator Nancy J. Wrigley.

Selectman Lisa L. Gonyer was excused from the meeting this evening.

  • Scheduled Business
  • Review Preliminary Tax Rate
Town Administrator Wrigley provided the Board of Selectmen with the preliminary figures submitted by the Department of Revenue for the proposed 2016 Tax Rate. The only decision the Board needs to make this evening is the amount of overlay to be used to cover abatements and the amount of fund balance to be used to reduce the tax rate. ~Town Administrator Wrigley stated that with their proposed numbers for the overlay and the fund balance, per the Town’s Fund Balance Policy, will put the 2016 Tax Rate at $26.16 per thousand.

Selectman Foote moved to use the tax rate amount of $26.16 per thousand.  Second by Selectman Donovan with a unanimous vote.

The tax rate will be certified by the Department of Revenue Administration within the next couple of days.

Department of Revenue Administration Ratio Study Form
The Board of Selectmen signed the Ratio Study paperwork prepared by Town Assessor Andrea Lewy to be submitted to the Department of Revenue Administration on Thursday in order to release Newton’s Ratio Study.

There was a brief discussion about budgeting for the IT services for 2017 and to find out if the Police Department and Gale Library are already entered into a contract.  If they do have a contract, what is the expiration date?

The Board asked Town Administrator Wrigley what is the return on the posting of the Selectmen’s Office Secretary?  Information was provided whereby the Board asked Town Administrator Wrigley to scan the resumes to the Selectmen’s Shared Folder in order for them to review them prior to the November 17th Selectmen’s Meeting.

Selectman Donovan moved to adjourn the meeting at 6:24 pm.  Second by Selectman Foote with a unanimous vote.
