PUBLIC MEETING

  • Call to Order, Roll Call Vote
Chairman Doggett called the meeting to order at 6:35 pm.  In attendance were Selectmen James L. Doggett, Chairman, Matthew A. Burrill, Vice Chairman, Robert S. Donovan, Jr., Lawrence B. Foote, Lisa L. Gonyer, and Town Administrator Nancy J. Wrigley.  The public meeting was recorded and audiotaped; minutes were transcribed and typed by Barbara White.  The nonpublic meeting minutes were transcribed and typed by Town Administrator Nancy J. Wrigley.

Nonpublic Session under RSA 91-A:3 II (a-c) HR Matters

Selectman Foote moved to go into Nonpublic Session under RSA 91-A:3 II (a) – (c) – HR Matters.  Second by Selectman Donovan with a unanimous roll call vote: Doggett – aye, Burrill – aye, Donovan – aye, Foote, - aye, Gonyer – aye.

Selectman Foote moved to come out of the Non-Public Meeting at 7:00 pm.  Second by Selectman Donovan with a unanimous roll call vote.  Doggett - aye,
Burrill - aye, Donovan – aye, Foote - aye, Gonyer - aye.

  • Pledge of Allegiance
Vice Chairman Burrill MOVED as the Board had just come out of non-public under 91-A:3 II (a) – (c), everything discussed will be kept confidential until such time the majority of the members of the board determine the circumstances no longer apply except that there will be two items which will be discussed later in the meeting; Second by Selectman Gonyer with a unanimous vote.  

Chairman Doggett requested Sergeant Jewett to come before the Board and stated:

“The Board has deliberated and as they have full faith and confidence in you, I will ask Selectman Burrill to make a motion.”

Vice Chairman Burrill MOVED to hire Michael Jewett as Police Chief for the Town of Newton, New Hampshire effective on this date, July 5, 2016, under a contract to expire on January 5, 2017.  Second by Selectman Foote with a unanimous vote.  

The Town Clerk administered the Oath and Swore Michael Jewett in as Police Chief.  The Board congratulated Chief Jewett.

Chairman Doggett requested Officer Wancheck to come before the Board and stated:

“Officer Wancheck, as you have taken and passed all the necessary classes for advancement, it is my pleasure to announce that the Board has unanimously voted to promote you to Patrolman First Class at Grade XXI Step 9.”

Chief Jewett, as his first official act, presented Patrolman Wancheck with her stripes.  The Board congratulated her on her accomplishment and presented her with a certificate.

  • Scheduled Business
  • Repair to Fire Department Door
    This item was tabled upon request of Chief Alcaidinho.

  • Per RSA 31:95-b to accept and expend unanticipated funds in the amount of $9.24 from Planet Air on behalf of the Newton Learning Center to the Newton Food Pantry.
Selectman Gonyer MOVED to accept and expend unanticipated funds in the amount of $9.24 from Planet Aid on behalf of the Newton Learning Center to the Newton Food Pantry. Second by Vice Chairman Burrill with a unanimous vote.  

  • Other Business – Sign Manifests, Requisitions, Abatements, Tax Credits, Correspondence and Appointments.
Selectman Foote MOVED to sign the vendor Manifest dated 7/5/2016 in the amount of $1,479,887.58.  Second by Selectman Donovan with a unanimous vote.

Selectman Donovan MOVED to sign the Payroll Manifest for the pay period of 6/12 – 6/25 with a pay date of 6/30/2016.  Seconded by Selectman Foote with a unanimous vote.  

Vice Chairman Burrill MOVED to sign a letter to North Shore Bank authorizing the Bookkeeper online access to the town’s main operating account.  Second by Selectman Gonyer with a unanimous vote.  

Selectman Gonyer MOVED to sign a letter to North Shore Bank authorizing the Treasurer and Deputy Treasurer to open a Money Market Account, Town of Newton, NH, Re: Country Pond Fish & Game”, using the Town’s Federal Identification number.  Second by Selectman Foote.  Selectmen Gonyer asked what it was for; Chairman Doggett explained it was a bond, as per a Planning Board condition, to guarantee the completion of the restoration of the property.  The vote was unanimous.  

Adjourn

Selectman Donovan MOVED to adjourn at 7:45 pm.  Second by Selectman Foote with a unanimous vote.
