PUBLIC MEETING

  • Call to Order, Roll Call Vote
Chairman Doggett opened the meeting with a roll call vote at 6:05 pm.~ In attendance were Selectmen James L. Doggett, Chairman, Matthew A. Burrill, Vice-Chairman, Robert S. Donovan Jr., Lawrence B. Foote, Lisa L. Gonyer, Town Administrator Nancy J. Wrigley and Selectmen’s Office Manager Mary B. Winglass. The Public Meeting was recorded; Minutes were transcribed and typed by Office Manager Mary B. Winglass.~ The Non-Public Minutes were transcribed and typed by Town Administrator Nancy J. Wrigley.

Selectman Foote moved to go into Nonpublic Session at 6:06 pm under RSA 91-A:3 II (c) – Banking and Fire Department; (a) – Part Time PD Officers; (c) – Tax Agreement.~ Second by Selectman Gonyer with a unanimous roll call vote:~ Doggett - aye, Burrill - aye, Donovan - aye, Foote - aye, Gonyer - aye.

Selectman Burrill moved that the Board just came out of nonpublic session and to keep all discussion confidential until in the opinion of the majority of the members, the circumstances no longer apply except to announce the hiring of Aaron Mounsey as a Part Time Police Officer at Grade XIV, step 9.  Second by Foote with a unanimous vote.

Selectman Burrill moved to accept the Selectmen’s Public and Nonpublic Meeting minutes dated January 11, 2016 as written.  Second by Foote with a unanimous vote.

Selectman Donovan moved to accept the Selectmen’s Public and Nonpublic Meeting minutes dated January 18, 2016 as written.  Second by Foote with a unanimous vote.

Selectman Gonyer moved to accept the Selectmen’s Bond Hearing Meeting minutes dated January 18, 2016 as written.  Second by Burrill with a unanimous vote.

Selectman Gonyer moved to accept the Selectmen’s Budget and Warrant Article Public Hearing minutes dated January 18, 2016 as written.  Second by Foote with a unanimous vote.

  • DES Water Test Results
The Board reviewed a standard water test and MtBE test results for the Town Hall, Gale Library, Fire Station and Police Station.  There were no MtBE VOC’s detected and the Board gave the approval to send out the test results to the department heads and to give the State of NH a copy for their analysis.

  • Blood Drive Results – January 2016
The Board reviewed an email from the Red Cross thanking the town for a very successful blood drive in January.  

  • RSA 31:95-b to accept and expend unanticipated funds in the amount of $200 to the Newton Food Pantry from Paul and Carol Szot
Selectman Foote moved per RSA 31:95-b to accept and expend unanticipated funds in the amount of $200 to the Newton Food Pantry from Paul and Carol Szot with appreciation.  Second by Gonyer with a unanimous vote.

  • Town Primary Election
Selectman Burrill asked the members of the Board who plans on attending the Presidential Primary Election on February 9th; the moderator needs a quorum of members to be at the polls all day.  All the Selectmen plan to be at the polls and will make sure they maintain a quorum all day.

Selectman Burrill discussed the option of having a bus service available for transportation in case of inclement weather from the First Baptist Church parking lot on Route 108, 2 North Main Street for the Primary Election.  Burrill was told from Town Clerk/Tax Collector Mary Jo McCullough that this has been done in the past and helped to offer residents a solution to the parking limitations at Town Hall.  Office Manager Winglass received a quote from a bus service in Kingston NH who is available for limited hours that day due to transportation to school that morning, noontime and at the end of the school day.  The Board asked to find out if we can get transportation service starting at 8am to 8pm for they are anticipating turnout to be strong especially in the morning, noontime and after work hours.

The Board reviewed a list of residents to be appointed to a two-year term as Inspector of Elections: William Landry, Daniel Dodson, Cheryl Saunders, Julie Lamere, Christina Saunders, Arthur Graichen, Tricia McCarthy and John Meserve.

Selectman Foote moved to approve the appointments for Inspector of Elections, a two-year term for William Landry, Daniel Dodson, Cheryl Saunders, Julie Lamere, Christina Saunders, Arthur Graichen, Tricia McCarthy and John Meserve.  Second by Donovan with a unanimous vote.

Selectman Gonyer questioned how the selection is made to be appointed as an Inspector of Elections.  The Board encouraged anyone with questions to speak with the Town Clerk/Tax Collector Mary Jo McCullough or Moderator Robert Dezmelyk.

Town Administrator Wrigley asked the Selectmen if they have any issues with the Fire Department moving forward with the installation of the cameras as approved with 2015 encumbered funds; the Board was in agreement to move forward.

  • Announcements
  • 2016 Candidates Night at the Newton Town Hall on Wednesday, February 17, 2016 at 7pm.  Snow date is February 24, 2016
  • Other Business, Sign Manifests, Requisitions, Abatements, Tax Credits, Correspondence and Appointments
Foote moved to sign the vendor manifest dated 2/2/2016 in the amount of $110,021.49.  Second by Gonyer with a unanimous vote.

Burrill moved to sign the vendor manifest dated 1/19/2016 in the amount of $4,508.33.  Second by Gonyer with a unanimous vote.

Donovan moved to sign the payroll manifest for the pay period of 1/10/2016 to 1/23/2016 dated 1/29/2016.  Second by Gonyer with a unanimous vote.

Foote moved to sign the welfare manifest dated 2/1/2016 in the amount of $1,500.  Second by Gonyer with a unanimous vote.

Foote moved to sign three letter to Town Treasurer Arthur Graichen to establish the following revolving fund accounts at North Shore Bank: Inspector Fees for Permit, Highway Construction and Emergency Management payroll, training and other expenses.  Second by Gonyer with a unanimous vote.

Foote moved to adjourn the meeting at 8:24pm.  Second by Gonyer with a unanimous vote.
