NEWTON BOARD OF SELECTMEN

WORK MEETING

  • Call to Order, Roll Call Vote
Chairman Doggett opened the meeting at 6:05 pm.~ In attendance were Selectmen James L. Doggett, Chairman, Matthew A. Burrill, Vice-Chairman, Robert S. Donovan, Jr., Lisa L. Gonyer and Town Administrator Nancy J. Wrigley. The Public Meeting was recorded; Minutes were transcribed and typed by Office Manager Mary B. Winglass.~ The Non-Public Minutes were transcribed and typed by Town Administrator Nancy J. Wrigley.

Selectman Foote was not present.

Selectman Burrill moved to go into Nonpublic Session at 6:05 pm under
RSA 91-A:3 II (b) – Hiring.~ Second by Selectman Donovan with a unanimous roll call vote:~ Doggett - aye, Burrill - aye, Donovan - aye, Gonyer - aye.

The Board, per a unanimous roll call vote, closed the nonpublic meeting at 6:18pm.

Burrill moved to keep the nonpublic session discussion confidential until in the opinion of the majority of the members the circumstances no longer apply except to announce the hiring of a new Bookkeeper/Payroll Administrator Kim Hughes at Grade XIX, step 9 effective 1/11/2016.  This is a permanent part time position at 35 hours per week.  Second by Donovan with a unanimous vote.

Selectman Lawrence B. Foote arrived at approximately 7:15pm.

Scheduled Business

  • 2016 Budget and Default Budget
The Board reviewed a spreadsheet showing the total approved budgets and default budget.  The proposed budget is 1.25% over the 2015 budget and all were in favor of making no changes.

Doggett announced the final 2016 proposed budget comes to $3,181,348 and the default budget of $3,108,696.  

Gonyer moved to present the 2016 budget in the amount of $3,181,348 with a default budget of $3,108,696.   Second by Foote with a unanimous vote.

  • Draft 2016 Town Warrant
The Board reviewed a final draft Town Warrant with a total of 16 articles and only 12 from the Board of Selectmen.  The first article is to elect officer, articles 2 – 4 are from the Planning Board with articles 5 – 12 under the administration of the Board of Selectmen.  The Board was in agreement with the wording, the next step is to send the warrant to Town Counsel for his review and input.

  • Highway Department job descriptions
The Board made a minor revision to the Full Time Foreman, Operator/Laborer and Part Time Laborer/Operator job description.

Gonyer moved to accept the Full Time Foreman, Operator/Laborer and the Part Time Laborer/Operator job descriptions as amended.  Second by Foote with a unanimous vote.

  • Other Business, Sign Manifests, Requisitions, Abatements, Tax Credits, Correspondence and Appointments
Selectman Donovan brought in a security camera option for the Board to consider at a cost of $239.99 for Town Hall.  Donovan purchased them for his property but found that they did not work as they require a direct electrical plug in.  The Board is looking at a camera installation at the Town Hall to be placed on the inside of each door on the first level.  

Burrill moved that we go with this option for the amount of $239.99 to see if it works.  Second by Foote, motion passed with Donovan abstaining.  The Board is in favor of having Custodian Tony Romanoski install the cameras and to purchase two memory cards.

Gonyer moved to adjourn at 7:25pm.  Second by Foote with a unanimous vote.
