PUBLIC MEETING

  • Call to Order, Roll Call Vote
Chairman Donovan called the meeting to order at 6pm.  In attendance were Selectmen Robert S. Donovan, Jr., Chairman, James L. Doggett, Vice Chairman, Matthew A. Burrill, Lawrence B. Foote, Lisa L. Gonyer and Office Manager Mary B. Winglass.  Draft minutes were transcribed and typed by Office Manager Winglass.  The public meeting was audio and videotaped.  Town Administrator Nancy Wrigley was not in attendance.

Donovan motioned to go into Nonpublic Session under RSA 91-A:3 II (a) - Fire Department; (b) - Police Department; (c) - Tax Deed; (d) - Lease Agreement.  Second by Foote with a unanimous roll call vote: Donovan- aye, Doggett - aye, Burrill - aye, Foote - aye, Gonyer - aye.

Chairman Donovan announced that the Board postponed the tax deeding for a property in town until Monday, July 13, 2015 by the end of the day.

Doggett moved for the Board to regretfully accept the resignation from Andrew Owens from the Fire Department on June 9, 2015.  Second by Burrill, motion passed with Foote abstaining.

  • Selectmen’s Public and Nonpublic Meeting minutes dated June 16, 2015 and June 22, 2015
Office Manager Winglass asked to hold off from accepting the June 16, 2015 public meeting minutes for she has amendments from Selectman Gonyer.

Foote moved to approve the Nonpublic Meeting minutes as written on June 16, 2015 and June 22, 2015.  Second by Burrill, motion passed with a unanimous vote.

Foote moved to approve the Public Meeting minutes for June 22, 2015 as written with the June 16th minutes to be updated.  Second by Burrill, motion passed with a unanimous vote.

  • Scheduled Business
  • One year commercial lease agreement at 8 Merrimac Road
Doggett moved to award the lease to Chester Bearce for one bay, one year for $1 per month in the outbuilding at 8 Merrimac Road.  Second by Burrill.  Burrill added for the record this agreement was discussed based upon Chet’s generosity to the town.  There are still items that Chet has in his possession that he does not have a place for yet so the Board felt that a nominal fee would be appropriate.  Doggett added that Chet stated that he may not even need it for one year.  Donovan stated that in part this is a thank you for what he has done for the town.  Motion passed with a unanimous vote.

  • Open bids for Household Hazardous Waste Day
The Board did not receive any bids per the RFP posted in the newspaper therefore Clean Harbors was contacted by Office Manager Winglass and was told that they are unable to schedule a hazardous waste day in September for they are all booked up this year.  Clean Harbors had one day available in October which is on the 31st and another day on November 14th therefore due to the lack of availability they were not planning on submitting a bid this year.  Winglass asked for them to send over a bid with their availability for the Board to review tonight.  

The Board reviewed an email sent over from Clean Harbors in response to the RFP with availability on October 31st and November 14th only.  Services include labor, travel time, drums, packaging material, labels, placards and paperwork, safety and spill control equipment required to transport the material in accordance with Federal and State laws and regulations.  Set-Up fee of $2,000 with a $5,000 minimum will apply to the total invoice.  Schedule is for 8am to 12pm on a Saturday; no total price for it is based upon volume of products to be disposed and a variable Energy and Security Recovery Fee that fluctuates with the DOE national average diesel price.

The quote from Clean Harbors follows the same guidelines as in the past two Household Hazardous Waste Days.  In 2013 the total cost was $32,015.98; this year the town authorized $35,000 to hold a hazardous waste day.

Burrill stated that if we accept the quote from Clean Harbors we will also have to waive the sealed bid process.  From what we are hearing they are so busy that we probably will not hear from any other company as well.  Burrill talked about holding the household hazardous waste day from 9am to 1pm and to advertise using signage at the Transfer Station at least a month before the date of the event; as well as cable, emails, website and handing out flyers.  

Burrill moved that we contract with Clean Harbors to schedule a hazardous waste day on November 14th.  Second by Gonyer with a unanimous vote.
  • Renew license to Richard Thomas, Sr. to sell pistols and revolvers under Chapter 159, NH Revised Statutes Annotated
This item was tabled for the town is waiting for state approval prior to giving town approval.

  • Elderly Units as of April 1, 2015
Office Manager Winglass explained that 27 Occupancy Permits were signed between April 1, 2014 and March 31, 2015; only three permits are counted as part of the dwelling unit calculation for the others are all elderly units (Sargent Woods).  

Doggett moved to approve the number of Elderly Units as of April 1, 2015 remains at 22 units available.  Second by Burrill, motion passed with a unanimous vote.

        Announcements

Accreditation Assessment Team Invites Public Comment - Lawrence Streeter, Chief of Police is pleased to announce that a team of assessors from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) will arrive on Sunday, July 26th to examine all aspects of the Newton Police Dept policies, procedures, management, operations and support services.  As part of the process, the Newton community, department employees, as well as any member of the general public is invited to comment on the agencies compliance with standards by phone or by appearance at a public hearing session.  Phone calls can be made to (603) 612-0328 and will be taken by assessors on Monday, July 27, 2015 from 1pm to 3pm.  Telephone calls will go directly to the assessors and will be on an unrecorded line.  The public hearing will be held that evening at 5pm at the Newton Town Hall located at 2 Town Hall Road, Newton, NH

  • Other Business, Sign Manifests, Requisitions, Abatements, Tax Credits, Correspondence and Appointments
Selectman Burrill discussed a proposed outdoor movie night held by the Recreation Commission on Wednesday, August 26th at 8pm.  The Recreation Commission is requesting to stage this event at 8 Merrimac Road and looking for the Board’s support to hold this event at this location.  Cost will be no more than $1,000 with an inflatable projector on the grass area, rental of a porta-potty and a police detail for parking.  This would be the first time the town uses this location for a town event; Recreation plans on working with the Police and Fire Chief to make sure no emergency vehicles are blocked during this event.   

Burrill moved with a Recreation budget of no more than $1,000 to include the rental of the screen, police detail, porta-potty and dragon mosquito services to stage a movie night on August 26th at 8 Merrimac Road.  Second by Foote with a unanimous vote.
Renting the apartment at 8 Merrimac Road

On June 22, 2015 the Board of Selectmen moved to post the apartment at 8 Merrimac Road for $1,500 per month with an August 1, 2015 first day of occupancy.

Donovan moved not rent the apartment at 8 Merrimac Road above the Police Station and keep it for town use as of this time.  Second by Burrill, motion passed with Doggett opposed.

  • Doggett moved to sign the Payroll Manifest dated 07/02/2015 for the pay period 6/14 - 6/27.  Second by Foote with unanimous vote.
  • Doggett moved to sign the Vendor Manifest dated 07/07/2015 in the amount of $2,534.05.  Second by Foote with a unanimous vote.
  • Doggett moved to sign the Vendor Manifest dated 07/07/2015 in the amount of $1,560,150.45.  Second by Foote with a unanimous vote.

Donovan moved to adjourn at 7:42pm.  Second by Burrill, motion passed with a unanimous vote.
