NEWTON BOARD OF SELECTMEN

WORK MEETING

  • Call to Order, Roll Call Vote
Chairman Donovan opened the meeting at 6:02pm.  In attendance were Selectmen Robert S. Donovan, Jr., James L. Doggett, Lawrence B. Foote, Town Administrator Nancy J. Wrigley and Office Manager Mary B. Winglass.  Minutes were transcribed and typed by Office Manager Winglass.

Selectmen Matthew A. Burrill and Charles R. Melvin, Sr. were not in attendance.

Chairman Donovan moved to go into Nonpublic Session under RSA 91-A:3 II (a) - Police Department.  Second by Foote, passed with a unanimous roll call vote: Chairman Donovan – aye, Selectman Doggett - aye, Selectman Foote - aye.

Donovan closed the nonpublic session at 6:39pm.  Second by Foote with a  unanimous roll call vote; Chairman Donovan – aye, Selectman Doggett - aye, Selectman Foote - aye.  The minutes of the meeting will remain confidential until in the opinion of the majority of the members the circumstances no longer apply.

  • Update on Fire Chief position, committee formation and rate of pay
The Board received a memorandum from Alan Gould, MRI with a Fire Chief Recruitment Update and the final Fire Chief Job Description for the Board to approve and sign.

Doggett moved to approve the job description as printed.  Second by Donovan, motion passed with Foote abstaining.  

The Board then discussed a salary range for the position of part time Fire Chief.

Doggett moved to inform MRI that the salary would be $25 plus per hour commensurate with experience.  Second by Donovan, vote passed with Foote abstaining.
The Board discussed the formation of a committee/interview panel and it was decided to have 7 members to include: Police Chief, Fire Chief, two members of the Fire Department and three community members.  The Board discussed having the Town Administrator not as a voting member but part of the interview process.

Four members of the Newton Fire Department were present at the meeting and they were given a copy of the MRI memo and the job description.  A question and answer period took place regarding the committee and job description requirements.

The Board asked the Town Administrator to contact Alan Gould to get a perspective on the time frame for the committee, sample questions and scoring the candidates.  A notice will go out on the website and the newspaper informing the residents that the town is in search of (3) residents to serve on the Fire Chief Interview Panel, if interested respond by 4pm on Tuesday, August 19, 2014.

Doggett moved to sign the Vendor Manifest in the amount of $1,225,968.42.  Second by Foote with a unanimous vote.

Doggett moved to sign the Payroll Manifest for the pay period of July 13th to July 26th.  Second by Foote with a unanimous vote.

Donovan adjourned the meeting at 7:23pm.  Second by Foote with a unanimous vote.
