NEWTON BOARD OF SELECTMEN
DATE: TUESDAY, JULY 3, 2012
TIME: 4PM
LOCATION: NEWTON TOWN HALL, 2 TOWN HALL ROAD

PUBLIC MEETING

Chairman McCarthy called the meeting to order at 4pm.  In attendance were Chairman Trisha J. McCarthy, Selectman Raymond D. Thayer, Selectman Charles R. Melvin, Sr., Office Manager Mary B. Winglass.  Minutes were transcribed and typed by Office Manager Winglass.

Vendor Manifest

The Board approved and signed the Vendor Manifest dated July 2, 2012 in the amount of $55,986.18.

Selectman Melvin motioned to sign the vendor manifest dated July 2, 2012 in the amount of $55,986.18.  Second by Thayer.  Motion passed with a unanimous vote.

The Board reviewed the Payroll Manifest for the period of June 17, 2012 to June 30, 2012

Transfer Station Schedule

The Board reviewed a schedule from Transfer Station Manager Kevin Jolicoeur showing the days/hours worked for each Transfer Station employee on a two week schedule.  A second schedule was prepared by Selectman Melvin using the same criteria.

After a discussion of the number of employees that work at the Transfer Station when it is open to the public, the stations that they work and the need to keep track of what comes in to stop any illegal dumping, the Board gave advice to Transfer Station Manager on how to proceed by with covering shifts.  Options were discussed without hiring any more employees for now.

Melvin stated that he thought the Board could address hiring an individual to help cover a shift on every other weekend and to cover for vacations.  Kevin added that part of the problems is that we don’t give our employees enough hours to keep them for the long run.  Melvin added that is why he worked on the schedule to help understand how things are run and he sees the need for covering every other weekend and the need to have someone cover for vacation/sick time.

The Board decided to hold off for now from moving forward with any hiring.

Other Business

  • The Board signed a letter to Tom Hansen thanking him for his contribution as a volunteer for the Recreation Commission.
  • The Board signed a letter to Donna Howard in response to her complaint regarding outdoor cats trespassing on her property.
Chairman McCarthy adjourned the meeting at 5:20pm.

Respectfully Submitted,

Mary B. Winglass, Office Manager
