NEWTON BOARD OF SELECTMEN
DATE: THURSDAY, OCTOBER 6, 2011
TIME: 5PM

PUBLIC MEETING

  • Call to Order, Roll Call Vote
Chairman Foote called the meeting to order at 5:06pm.  In attendance were Chairman Lawrence B. Foote, Selectman Raymond D. Thayer, Selectman Trisha J. McCarthy, Office Manager Mary Winglass and Health Officer Robert Leverone.  Minutes were transcribed and typed by Office Manager Winglass.

Town Administrator Nancy Wrigley was not in attendance.

Health Officer Bob Leverone informed the Board that based upon his assessment and that of Chief Building Inspector Ron LeMere; the standard water analysis completed by the State of NH Division of Public Health Services taken at the concession stand at Greenie Park was within the allowable limits.

Therefore now the town can look at whether they want to move forward with designing a septic system at this location.  Leverone went through the steps of receiving State approval for any septic design and his recommendation is to have Dave Detour draw up a plan but at this point we need to define the objective at this location.  The Board discussed that they do not want to design a septic system for bathrooms due to the maintenance.  Currently the town has a porta-potty which is cleaned and maintained once a month by the town’s vendor and is only on site seasonally.

After discussing the pros and cons of installing a septic system at Greenie Park, the Board decided to ask Dave Detour to design a septic system for the concession stand use only.  Selectman Thayer added that Newton Baseball told him that they have a design.  The Board agreed that as this is town property, it is the Selectmen’s responsibility to move forward with a design and they asked for Dave Detour to design a system based upon his recommendation on what can be placed on the lot.  The design could include a holding tank or a regular septic design.  Once that is done we can look at options to fund it.  The Board asked for an email to be sent to the Recreation Commission informing them that the Board is moving forward with a design to support the concession stand at Greenie Park.  Once we have more information we will be in touch.  Please forward this information to the Newton Baseball Association.

Office Manager Winglass asked the Board to consider whether employees are paid for the CPR/AED training held last evening.  At this point some employees will be paid based upon the decision of the department head and some will not be paid and this is not a good policy for the town.  The Board discussed that this training is important for town employees with an AED at their location.  Both the Town Hall and Transfer Station have an AED unit.  The Board discussed the need to have a policy on this for future reference.

Selectman McCarthy motioned that town employees will be paid for the October 5, 2011 CPR/AED training class.  Salary employees can use two (2) hours of comp time.  Second by Chairman Foote.  Vote: Unanimous.

Chairman Foote motioned to adjourn the meeting at 6:30pm.  Second by Selectman Thayer.  Vote: Unanimous.
