NEWTON BOARD OF SELECTMEN
DATE: WEDNESDAY, JUNE 15, 2011

MEETING AGENDA

I. Call to Order, Roll Call Vote    
Chairman McCarthy called the meeting to order at 5:32pm. In attendance were Chairman Trisha J. McCarthy, Selectman Raymond D. Thayer, Selectman Lawrence B. Foote and Town Administrator Nancy J. Wrigley.  Office Manager Mary B. Winglass was on vacation. Minutes were transcribed and typed by Town Administrator Nancy J. Wrigley.

In attendance: Police Chief Larry Streeter, Recreation Chairman Pauline    Dupuis, and Recreation Secretary Sue DiMercurio who arrived at 6:00 pm.

IV. Approval of Minutes (Review prior to meeting)
     No meeting minutes were accepted.
V. Scheduled Business:
1. Fire Truck Refurbishment
Fire Chief William Ingalls was not present but gave documentation to Selectman Foote requesting that the Board of Selectmen allow him to go out to bid to refurbish the 1991 Fire Truck known as Engine #2.  The cost to refurbish would be substantially less than purchasing a new truck that is now selling for $300,000 - $350,000.   The Board reviewed the bid specifications and agreed to use them minus the dollar amounts.
Selectman Foote made a motion to allow Chief Ingalls to go out to bid to refurbish Engine #2 and to use the money from the Capital Reserve Account that was created in 2005 and amended in 2011 (under warrant article #10) to also include refurbishment.  Also to post it on the Town Website, allowing two weeks from the time of posting for the bids to be due.  Seconded by Selectman Thayer.  Vote Unanimous.
2. Police Department re: Trailer
Police Chief Streeter asked the Board to step outside to look at the trailer he purchased and with the help of Sergeant Jewett renovated as part of the 2010 Hazard Mitigation Action Plan.  He stated this trailer is being used for storage and transportation of cones, barriers and emergency road signage used during hazards requiring road and traffic lane closures.  The 2002 Explorer used to tow this trailer was purchased in part from a 2003 Homeland Security Grant and asset forfeiture funds.  The two (2) OHRV’s stored in the trailer were also obtained by asset forfeiture seizures.  The Board thanked Chief Streeter and Sergeant Jewett for their hard work and accomplishment in fulfilling the Hazard Mitigation Action Plan.

3. Greenie Park – Water & Septic Update
a.   Chairman McCarthy discussed the Inspectors’ reports and their concerns from Health Officer Robert Leverone, Electrical Inspector Dan Reilly and Code Enforcement Officer Lawrence Middlemiss.  Ms. McCarthy also mentioned that David DeTour has agreed to update and revise the expired septic plan that he prepared in 1998 with no cost to the Town.  Chairman McCarthy explained the concerns of not having a septic system, the cost of installing one and that the State has recommended that the current water source be discontinued and shut off until an approved waste water disposal system is installed.  With that said the only food and drink that can be served out of the concession stand at this time is prepackaged food and bottled or canned drinks.

b.   The Board discussed the barrels and the need to clean-up the trash at Greenie Park.  Selectman Foote suggested locking the barrels up at night after the baseball games to keep the trash from blowing around and to keep the critters out of them.

c.   The Board discussed the broken sprinkler heads on the ball fields and were told that someone in a truck is driving over them causing them to break.  The Boards concern is how much they cost to replace (approximately $220 each) and how to stop this from happening.  The Board asked the Recreation Commission to get a price for the three sprinkler heads.
The Board is requesting to meet with the Recreation Commission and the Baseball Association in the very near future to discuss the issues at hand at Greenie Park.

Selectman Foote motioned to follow the States recommendation to shut off the water in the concession stand and to check into getting a lock for the cold water nozzle.  Seconded by Selectman Thayer.  Unanimous.

d.   Recreation Chairman Pauline Dupuis asked the Board if they could get someone to move 1 table from the Beach and bring it over to Greenie Park.  After some discussion, Selectman McCarthy said she would ask Road Agent Mike Pivero if he could help with this request.

e.   Selectman Foote told the Board he took a ride over to Greenie Park with Pauline Dupuis to look around and suggested that the Recreation Commission should be focusing on one project at a time, making sure it is done right.  Trying to do too many projects at the same time can be overwhelming and may not be possible financially.  One example is the basketball hoops.  Although the hoops have been purchased, the backboards need to be painted before the hoops can be installed.

f.   The Board discussed the repairs that were approved on May 18, 2011 to the Skateboard Park and Rail Installation due to safety reasons, and asked why that wasn’t done yet.  They were told that the person that was hired has been busy.  The Board requested that the Recreation Commission contact him and if he is unable to do the work right away, to find someone else as these safety issues must be taken care of immediately.

VII. Sign Manifests, Requisitions, Abatements, Tax Credits, Correspondence
       
  •  The Selectmen signed a Welfare Voucher for $183.27.
  • The Selectmen signed a letter to go back to the Dept. of Revenue Administration stating Newton will not be using the PA-28 Taxpayer Inventory Blank Form for 2012.

Chairman McCarthy motioned to close the meeting at 7:30pm.  Second by Selectman Thayer.  Vote: Unanimous.
