PUBLIC MEETING
- Call to Order, Roll Call Vote
Chairman McCarthy called the meeting to order at 2pm. In attendance were Chairman Trisha J. McCarthy, Selectman Raymond D. Thayer and Selectman Lawrence Foote.
- Non-Public Session under RSA 91-A:3 II (a) – Performance Evaluations/Job Descriptions and (e) – Pending Claim.
Chairman McCarthy motioned to go into Non-Public Session under RSA 91-A:3 II (a) – Performance Evaluations/Job Descriptions and (e) – Pending Claim. Second by Selectman Thayer. Roll Call Vote: Chairman McCarthy – aye, Selectman Thayer – aye, Selectman Foote – aye. Vote: Unanimous.
Chairman McCarthy motioned to recess the nonpublic meeting. Second by Selectman Foote. Per unanimous roll call vote, the minutes of the meeting will remain confidential until in the opinion of the majority of the members the circumstances no longer apply except to announce that the Board is working on the reconstruction of departments and responsibilities as well as performance evaluations and will continue this review on Monday, March 28, 2011 at 9am in a nonpublic session at the Town Hall.
Present in the meeting from this point forward was Town Administrator Nancy J. Wrigley and Office Manager Mary B. Winglass.
Chairman McCarthy motioned to reconvene the nonpublic meeting at 4:30pm to review (e) – pending claim. Second by Selectman Foote. Roll Call Vote: Chairman McCarthy – aye, Selectman Thayer – aye, Selectman Foote – aye. Vote: Unanimous.
Chairman McCarthy motioned to close the nonpublic session at 5:08pm. Second by Selectman Thayer. Per unanimous roll call vote, the minutes of the meeting will remain confidential until in the opinion of the majority of the members the circumstances no longer apply except to announce that Chairman McCarthy will contact a resident to conduct a site walk; the Board approved for Code Enforcement to send a letter to two property owners regarding a recent complaint received to remind them of the hours of operation as approved on the subdivision plan.

Chairman McCarthy motioned to approve the Selectmen’s Public Meeting minutes dated February 14, 2011, February 17, 2011, February 22, 2011, March 1, 2011 and March 7, 2011 as written. Second by Selectman Thayer. Motion passed
Selectmen’s Nonpublic Meeting dated February 14, 2011, February 17, 2011
Selectman Thayer motioned to approve the Selectmen’s Nonpublic Meeting minutes dated February 14, 2011, February 17, 2011 as written. Second by Chairman McCarthy. Motion passed.
- Cont. Fire Department Discussion RE: Appointments
Chairman McCarthy stated that tonight the Board will appoint the Fire Department officers that we did not deal with at the last meeting. McCarthy talked with the Fire Chief and the officers appointments expire six months after the Fire Chief’s appointment.
Selectman Thayer motioned to appoint Dale Putnam as Deputy Fire Chief for the Newton Fire Department with an expiration date of May 31, 2012. Second by Chairman McCarthy. Vote: Unanimous.
Selectman Foote motioned to appoint William Ingalls as the Fire Chief for the Newton Fire Department to expire on December 31, 2011. Second by Selectman Thayer. Vote: Unanimous.
Chairman McCarthy motioned to appoint John Owens as the Deputy Fire Chief for the Newton Fire Department with an expiration date of May 31, 2012. Second by Selectman Foote. Vote: Unanimous.
Selectman Thayer motioned to appoint Jeffrey Gersbach as Lieutenant for the Newton Fire Department with an expiration date of May 31, 2012. Second by Chairman McCarthy. Vote: Unanimous.
Selectman Foote motioned to appoint Brian Sirous as Lieutenant for the Newton Fire Department with an expiration date of May 31, 2012. Second by Selectman Thayer. Vote: Unanimous.
Selectman Thayer motioned to appoint William Higgins as Captain for the Newton Fire Department with an expiration date of May 31, 2012. Second by Selectman Foote. Vote: Unanimous.
Selectman Foote motioned to appoint James Ingalls as Captain for the Newton Fire Department with an expiration date of May 31, 2012. Second by Chairman McCarthy. Motion passed with Selectman Thayer abstaining.
The Board reviewed the agenda for the department head meeting scheduled for Tuesday, March 29th. Office Manager Winglass informed the Board of correspondence received from Police Chief Streeter regarding the department’s merit increases. Streeter’s memo stated that as approved by the Board of Selectmen and the Town vote on March 8, 2011, he is requesting for the merit increases instituted and effective for the payroll week beginning April 2, 2011.
Chairman McCarthy motioned to approve the Police Chief’s request to institute the merit increases as written on the spreadsheet for the Police Department. Second by Selectman Foote. Vote: Unanimous.
- Announcements
- Other Business, Sign Manifests, Requisitions, Abatements, Tax Credits, Correspondence and Appointments
- The Board approved and signed a letter to Eagle Scout Corey Bailey recognizing his achievements and service as Eagle Scout.
- The Board signed a denial for a Veteran’s Tax Credit for Map 006-09-025.
- Chairman McCarthy and Selectman Thayer signed the Safety Policy and Personnel Policy.
- The Vendor Manifest was signed and approved for a total of $114,101.96.
- The Board signed a letter to Jon Ingham regarding his employment with the Town of Newton.
- The Board reviewed an Invitation to Bid for a 2011 Hazardous Waste Day and a help wanted advertisement for a “Floating Transfer Station Attendant”.
Chairman McCarthy motioned to adjourn at 6:11pm. Second by Selectman Thayer. Vote: Unanimous.
