SELECTMEN’S PUBLIC MEETING

January 31, 2011

  • Call to Order
Chairman McCarthy called the meeting to order at 5:30pm.  In attendance were Chairman Trisha J. McCarthy, Selectman Raymond D. Thayer, Town Administrator Nancy J. Wrigley and Office Manager Mary B. Winglass.  Minutes were transcribed and typed by Office Manager Winglass.

Chairman McCarthy motioned to go into Nonpublic Session under RSA 91-A:3 II (c) – Code Enforcement.  Second by Selectman Thayer.  Chairman McCarthy polled the members which resulted in a unanimous roll call vote.

Chairman McCarthy motioned to close the nonpublic meeting at 6:05pm.  Second by Selectman Thayer.  Per unanimous roll call vote, the minutes of the meeting will remain confidential until in the opinion of the majority of the members the circumstances no longer apply.

A.  Cont review of hazardous trees on Route 108

The Board reviewed two letters; one from Linda Tuccolo of 5 Wentworth Drive and the other from Joshua and Jennifer Walker of 7 Wentworth Drive giving the town permission to go on their property to cut back the trees that are hanging over Route 108.

Office Manager Winglass prepared a letter to the residents thanking them for responding to the board’s request and to inform them that we will be contracting with K.M.A Tree Service to release the hanging trees.  The debris from this cut will be left in the woods and banking and will be the responsibility of the homeowner to clean-up the area.  The Board signed the letter.

The Board approved the payment of $1,200 to K.M.A. Tree Service for the release of hanging trees over Route 108 and to leave the debris nears the woods and banking.  This work is to be paid out of the legal budget.  The Town of Newton will provide a police detail.

  • Sign Manifests, Requisitions, Abatements, Tax Credits, Correspondence and Appointments
  • The Board reviewed a request from Town Clerk/Tax Collector Mary Jo McCullough asking for all officials and staff to speak to our State Senators and Representatives regarding the proposed legislation (LSR930) to allow dealerships to process motor vehicle registration electronically using a 3rd party vendor.  This bill would require municipalities to allow dealerships to act as agents for the municipality, to approve residency and to process and collect the municipal permit portion of a motor vehicle registration.  There is potential for loss of revenue; residency issues; additional costs to municipalities for auditing and reconciliation of monies; and loss of local control.  If anyone is interested in reading this three page document outlining the many adverse impacts facing municipalities such as forecasting revenues, reconciliation, internal controls, audit issues and local control, please ask for a copy at the Town Hall.
  • Chairman McCarthy and Town Administrator Nancy Wrigley continued to work on the Stormwater Management reports

  • Chairman McCarthy handed out a draft “Newton, New Hampshire ---Selectmen Bylaws” for all to review.
  • The payroll manifest was not complete by the end of the meeting; the Board tabled this item to our next meeting on February 7, 2011.
IX.    Adjourn

Selectman Thayer motioned to adjourn at 6:38pm.  Second by Chairman McCarthy.  Vote: Unanimous.
