SELECTMEN’S PUBLIC MEETING

January 24, 2011


  • Call to Order
Chairman McCarthy called the meeting to order at 6:03pm.  In attendance were Chairman Trisha J. McCarthy, Selectman Raymond D. Thayer, Town Administrator Nancy J. Wrigley and Office Manager Mary B. Winglass.  Minutes were transcribed and typed by Office Manager Winglass.

A.  Cont review of requests to peddle/solicit goods at the Transfer Station

The Board reviewed a memo from Transfer Station Manager Kevin Jolicoeur who drafted a sketch of the area he proposed to be used as the “Public Use” area at the Transfer Station.  Jolicoeur stated that he believes this area to be safe and will not impede the traffic flow.  Secondly, he recommends for the Rules, Regulations and Policy regarding the Town of Newton Transfer Station to be amended as follows; the public use area is restricted to nonprofit, political campaigning and town related business unless pre-approved by the Board of Selectmen and the Transfer Station Manager.  Solicitation of the users of the Transfer Station for any purpose or reason or for distributing literature, flyers, and handouts, must stay in the designated “Public Use” area.  The designated area is as shown on the attached sketch.  All persons must be 12 years of age or older to be outside the vehicle (NH State Law).  The “Public Use” area will be at the full discretion of the Transfer Station Manager.

Office Manager Winglass added that the town uses an “Application for Permit” for the use of other town areas and Transfer Station Manager Jolicoeur agreed that this application would be the best option to use for residents to complete when requesting to use the Transfer Station.

Chairman McCarthy motioned that we accept the amended language for the public use/campaigning area at the Transfer Station as written and use at the discretion of the Transfer Station Manager.  The amendment is to Section III of the Rules, Regulations and Policy Regarding the Town of Newton Transfer Station and to include the new sketch.  Second by Selectman Thayer.  Vote: Unanimous.

B.  Cont review of brush pile at the Transfer Station

The Board reviewed a memo from Transfer Station Manager Kevin Jolicoeur stating that he agrees that we need to remove the brush pile but questioned if the cost of $2,500 includes the clean wood pile and logs in the area.  Jolicoeur agreed to pay for the removal out of the Transfer Station budget.  Office Manager Winglass added that she spoke with ProBark and the cost includes the clean wood pile and logs.

Chairman McCarthy motioned to approve the removal of the brush pile at the Transfer Station for the amount of $2,500 paid to ProBark.  Second by Selectman Thayer.  Vote: Unanimous.

C.  Cont review of hazardous trees on Route 108

The Board reviewed and signed a letter prepared by Office Manager Winglass to mail out to three residents on Wentworth Drive regarding the seven hazardous trees hanging over Route 108.

        1.  2010 Equalization Municipal Assessment Data Sheet

The Board signed the 2010 Equalization Municipal Assessment Data Sheet per the recommendation of Town Assessor Andrea Lewy.

Chairman McCarthy motioned to accept the Selectmen’s Public meeting minutes as written for December 6, 2010, December 13, 2010, December 29, 2010, January 3, 2011 and January 13, 2011.  Second by Selectman Thayer.  Vote: Unanimous.

Selectman Thayer motioned to accept the Selectmen’s Nonpublic Meeting minutes as written for December 6, 2010, December 13, 2010, December 29, 2010, January 3, 2011 and January 13, 2011.  Second by Chairman McCarthy.  Vote: Unanimous.

  • Sign Manifests, Requisitions, Abatements, Tax Credits, Correspondence and Appointments
Maintenance Service Agreement for the generator at the Transfer Station

Office Manager Winglass presented two options for a three years maintenance service agreement for the generator at the Transfer Station.  The first option is for an agreement to include a full service of the generator and then a check of the system half way through the year for a price of $410.00.  The second option is for just a full service check once per year for a price of $315.00.  

Selectman Thayer motioned to contract with SBE Incorporated for a three year maintenance service contract for the generator at the Transfer station for a price of $410.00 per year.  Second by Chairman McCarthy.  Vote: Unanimous.

  • The Board approved and signed a vendor manifest dated January 24, 2011 in the amount of $79,731.59.
  • The Board signed the final 2011 Operating Budget, Default Budget and 2011 Town Warrant.
  • The Board discussed preparing recommended procedures for Selectmen.
  • Chairman McCarthy and Town Administrator Wrigley worked on the MS-4 Stormwater Management report for the town has not filed a report for the past two years.  
IX.    Adjourn

Chairman McCarthy motioned to adjourn at 6:42pm.  Second by Selectman Thayer.  Vote: Unanimous.
