SELECTMEN’S PUBLIC MEETING
November 8, 2010
Selectman Thayer opened the meeting at 6pm. In attendance were Selectman Raymond D. Thayer, Selectman Robert S. Donovan, Jr., Town Administrator Nancy J. Wrigley and Office Manager Mary Winglass. Minutes were transcribed and typed by Office Manager Winglass.
Chairman Trisha McCarthy was not present.

- Re-sign First Tennessee/Sargent Woods Settlement Agreement and Mutual Release
The Board re-signed the First Tennessee/Sargent Woods Settlement Agreement and Mutual Release in order to have both signatures (bank and town) on the same page. The Board originally signed the release on October 12, 2010.
Selectman Thayer signed the document on behalf of the Board of Selectmen.
- Recreation Commission Re: Payments for Senior Event
Recreation Commission member Pauline Dupuis was present.
Selectman Thayer, liaison to the Recreation Commission asked to have two contracts signed tonight for funding for a Senior Trip to Indian Head Resort on December 2, 2010 to be paid out of the 2010 Warrant Article #12 for Recreational programs and trips for Senior citizens.
The first one is for a package including a welcome cocktail reception, deluxe Christmas Luncheon Buffet, Music from the Crooners & Dance band, Photos with Santa, Individual photos and a gift certificate to the gift shop at the Indian Head Resort. The total for this package for 46 people is $1,472.00 ($32 per person).
The second contract is for $820 to The Coach Company for transportation to Indian Head Resort.
Selectman Donovan motioned to sign two contracts for the Senior Trip to Indian Head Resort; $820 to The Coach Company and $1,472.00 to Indian Head Resort paid out of the 2010 Warrant Article #12 for Seniors. Second by Selectman Thayer. Vote: Unanimous.
- Resignation from Lisa Babcock, Secretary and Alternate to the Recreation Commission
Selectman Thayer read a letter of resignation from Lisa Babcock as Secretary and Alternate to the Recreation Commission effective October 26, 2010.
Selectman Donovan motioned to accept the resignation from Lisa Babcock, Secretary and Alternate to the Recreation Commission with a date of October 26, 2010. Selectman Donovan added that the town accepts her resignation with deepest sorrow for Lisa has been a great asset to the town over the past five years. Second by Selectman Thayer. Vote: Unanimous.
- Per RSA 31:95-b to accept and expend unanticipated funds in the amount of $275 donated from local businesses for the Fall Fair for deposit into the Recreation Checking Account.
The Board reviewed a memo from the Recreation Commission asking to accept donations in the amount of $275 from local businesses for the Fall Fair. Town Administrator Nancy Wrigley questioned why the donated funds are not going into the General Fund versus the Recreation Checking Account when all the donations are clearly marked for the Fall Festival. Wrigley added that Recreation spent $3,747.44 on the Fall Fair when they only budgeted $1,500; the net result is an over expended budget line item of $2,247.44. These donated funds need to go into the General Fund to offset the budget.
Recreation Commission member Pauline Dupuis added that the money was to be used to offset the cost of an ice rink at Greenie Park and updates to the skateboard park. The Board explained to Dupuis that the funds were specifically donated for the Fall Fair. Dupuis added that it is her opinion not to have a Fall Fair in 2011 for the amount of work and money expended was not worth it for the amount of residents that showed for the event. Selectman Donovan questioned some of the expenditures for this year’s festival for it was much more than what has been spent over the past couple of years but on the other hand he cautioned Recreation to not cancel it next year. Wrigley added that it was held the same day as the Deerfield Fair which may have impacted those planning on attending this event.
Selectman Donovan motioned to accept the donations equaling $275 from local businesses for the Fall Fair to go into the General fund. Second by Selectman Thayer. Vote: Unanimous.

Selectman Thayer motioned to accept and expend unanticipated funds in the amount of $300 to the Newton Food Pantry. Second by Selectman Donovan. Vote: Unanimous.

- Sign Manifests, Requisitions, Abatements, Tax Credits, Correspondence and Appointments
The Board approved and signed a letter to Stephen Meisner who was working on a 60 trial period as Code Enforcement Officer. The letter informed Meisner that the Board hired Lawrence Middlemiss as a permanent on-call Code Enforcement Officer.
The Board approved and signed the Payroll Manifest dated October 24, 2010 through November 6, 2010.
The Board approved the Office Manager and Town Administrator to close the Selectmen’s Office on Thursday, November 18th in order to attend the Local Government Center Annual Conference.
