SELECTMEN’S PUBLIC MEETING

May 24, 2010

  • Call to Order
Chairman McCarthy called the meeting to order at 6:06pm.  In attendance were Chairman Trisha J. McCarthy, Selectman Raymond D. Thayer, Selectman Robert S. Donovan, Jr., Town Administrator Nancy J. Wrigley and Office Manager Mary B. Winglass.  The meeting was audio taped; minutes were transcribed and typed by Office Manager Winglass.

Chairman McCarthy motioned to go into Nonpublic Session under RSA 91-A:3 II (c) – Tax Deeding; Alleged Code Violations.  Second by Selectman Thayer.  Roll Call Vote: Chairman McCarthy – aye, Selectman Thayer – aye, Selectman Donovan – aye.  Vote: Unanimous.

Chairman McCarthy motioned to close the nonpublic meeting at 7:40pm.  Second by Selectman Thayer.  Per unanimous roll call vote, the minutes of the meeting will remain confidential until in the opinion of the majority of the members the circumstances no longer apply except to announce that the Board continues to work on Code Enforcement.

        A.  Building Department Re: Central Fire Station Structural Violations

The Board reviewed a memo from Chief Building Official Ron LeMere to the Selectmen regarding the Central Fire Station at 35 South Main Street which has been deemed an unsafe structure.  The memo states that an inspection was conducted on May 17, 2010 to confirm whether the second means of egress was maintained in a safe manner.  The inspection uncovered that the exterior structure is unsafe and the present condition has affected the structural value and compliance of the emergency egress stairway.  Per the inspection the structure has been declared unsafe.  Pursuant to RSA 155-A:7 occupancy of the second floor of this building should be suspended until such time as all violations have been corrected and inspected.

The Board discussed the need for all meetings held at the Fire Department to be held on the first floor which can be accomplished by pulling out the vehicles.  Chairman McCarthy expressed concern for Emergency Management for we do not want to lose federal funding.

The Board reviewed a second document from Chief Building Official LeMere outlining the violations with the accompanying Section of the 2009 International Building Code as a reference.  The Board decided to go out to bid as soon as possible and for the Fire Chief to use the downstairs of the Fire Station, the Newton Junction Fire Station or he could work at the Town Hall until the repairs have been completed.

Selectman Donovan questioned why the Fire Chief is submitting mileage when he has a town car to use when attending training.  Town Administrator Nancy Wrigley responded that she spoke with Chief Ingalls and he responded that his vehicle is more comfortable.  The Board questioned if there is a policy in place for this vehicle and it was determined that there is none.  The Board asked for Town Administrator Nancy Wrigley to contact the Fire Chief to ask him to attend the June 7th Selectmen’s Meeting to discuss payroll, cell phones, car usage and gas for the departments vehicles.

  • Sign Manifests, Requisitions, Abatements, Tax Credits and Correspondence
  • The Board signed a Welfare Voucher for a total of $525.00.
  • The Board signed a Welfare Voucher for a total of $1,350.00.
  • The Board signed a request for time off for Town Administrator Nancy Wrigley.
  • The Board signed an abatement for 22 Willow Grove for a total of $12.97 for the interest on the trailer.
  • The Board signed the Payroll Manifest for the pay period of May 9th – May 27th.
  • Selectman Thayer asked for Glacial Energy to be on the next agenda.
  • Selectman Thayer will check with Recreation to discuss expenditures from the Recreation Checking Account.  
Office Manager Winglass informed the Board that she received a call from a resident who will be out of town for the fee free weekend and asked to have the town pickup his items on Monday, June 7th.  The Board stated that they understand his dilemma but we cannot allow this for it will open the door for many others in the same predicament.  The Board recommends for residents to check with their neighbors or friends in town for help.

Chairman McCarthy motioned to close the meeting at 8:20pm.  Second by Selectman Donovan.  Vote: Unanimous.
