SELECTMEN’S PUBLIC MEETING
January 21, 2010
Chairman McCarthy opened the meeting at 6:10pm. In attendance were Chairman Trisha J. McCarthy, Selectman Raymond D. Thayer, Selectman Robert S. Donovan, Jr. and Office Manager Mary B. Winglass. The minutes were transcribed and typed by Office Manager Winglass.

A. Cont Selectmen’s recommendations for 2010 warrant articles
The Board reviewed each article on the 2010 Town Warrant in order for Selectman Robert Donovan to give his “recommendation” or a “no recommendation” for each article. At the January 19, 2010 Public Hearing, Chairman McCarthy and Selectman Thayer went through this process; Selectman Donovan was not present for the Public Hearing for he was out of town due to a death in the family.
Listed below is the warrant article number to include the subject of the article and the final recommendation from the Board of Selectmen. During this review, some changes were made to the recommendations of Chairman McCarthy and Selectman Thayer, see below. The full wording of the articles are listed in the January 19, 2010 Public Hearing minutes and on the town’s official website www.newton-nh.gov.
3. $1,268,000.00 for the design, engineering, site preparation, building construction and renovations, equipment and furnishing of the Newton Police Department. Selectman Donovan recommended this article. Final tally is yes 3-0.
4. $2,921,213.00 for the 2010 Operating Budget. Selectman Donovan recommended this article. Final tally is yes 3-0.
5. $65,000.00 for a full time Building Inspector/Code Enforcement Officer. Selectman Donovan recommended this article. Final tally is yes 3-0.
6. $12,000.00 for a part time Permit Clerk for the Department of Building Safety. Selectman Donovan does not recommended this article. Final tally is no 3-0.
7. Appoint a Town Treasurer. Selectman Donovan recommended this article. Final tally is 2-yes, 1-no.
8. $10,000.00 to hire a part time Secretary for the Selectmen’s Office. Selectman Donovan does not recommend this article. Final tally is 2-yes, 1-no.
9. $20,000 from the Transfer Station Recycling Fund to offset the 2010 disposal costs. Selectman Donovan recommended this article. Final tally is yes 3-0.
10. $15,000 from the Transfer Station Recycling Fund for the Fee Free Solid Waste Disposal Weekend. Selectman Donovan recommended this article. Final tally is yes 3-0.
11. $20,000 from the Transfer Station Recycling Fund to replace and add fencing at the Transfer Station. Selectman Donovan recommended this article. Final tally is yes 3-0.

41. Petition Warrant Article to convey to Robert White a twenty foot right of way down the center of the old railroad bed known as the Peanut Trail. Selectman Donovan does not recommend this article. Final tally is no 3-0.
42. Petition Warrant Article to see if the town will vote to plow snow and sand, as necessary on the Rights-of-Way in Marcoux Grove. Selectman Donovan recommended this article. Chairman McCarthy and Selectman Thayer changed their recommendation to “recommend” this article. Final tally is yes 3-0.
43. Petition Warrant Article to forward to the State and to the White House that the citizens of New Hampshire should be allowed to vote on an amendment to the New Hampshire Constitution that defines “marriage”. Selectman Donovan recommended this article. Final tall is yes 3-0.
44. Petition Warrant Article in favor of the adoption of the Town Manager Plan as provided in Chapter 37 of the Revised Statutes Annotated. Selectman Donovan recommended this article. Final tall is yes 3-0.
B. Signing of the MS-6 2010 Town Budget, MS-DT Default Budget, and the
2010 Town Warrant
The Board signed the State MS-6 showing the 2010 Budget of the Town, the State MS-DT showing the 2010 Default Budget of the Town and the last page of the 2010 Town Warrant.
C. Cont review of the Hazard Mitigation Plan
The Board completed the Action Plan which is the final document for the Hazard Mitigation Plan. Office Manager Winglass will forward the completed document to Bonnie Lockwood of McGrew Management Services LLC, Andover, NH. ~

- The Board asked for Town Administrator Nancy Wrigley to get an estimate for a color copy cover page for the 2009 Annual Town Report.
- The Board asked to have the 2009 Annual Town Report show all employees payroll to include name and salary, the department they work for and to section out each department individually.

Chairman McCarthy motioned to adjourn the meeting at 7:35pm. Second by Selectman Donovan. Vote: Unanimous.
