SELECTMEN’S PUBLIC MEETING

August 27, 2007

Call to Order

Selectman Donovan called the meeting to order at 6:05pm.  In attendance were Selectman Robert S. Donovan, Jr., Selectman Trisha J. McCarthy, Town Administrator Nancy J. Wrigley and Office Manager Mary B. Winglass.  Minutes were transcribed and typed by Office Manager Mary Winglass.

Chairman John P. Ulcickas arrived at approximately 6:25pm.

Selectman Donovan motioned to go into non-public session under RSA 91-A:3 II (c) – Transfer Station.  Second by Selectman McCarthy.  Roll Call Vote: Selectman Donovan – yes, Selectman McCarthy – yes.  Vote: Unanimous.  

Chairman Ulcickas motioned to close the non-public session at 6:54pm.  Second by Selectman Donovan.  Per unanimous roll call, the minutes of the meeting will remain confidential until in the opinion of the majority of the member the circumstances no longer apply except to announce that the Selectmen met with Transfer Station personnel to discuss policies and that the Transfer Station personnel had a antique sword from India dropped off at the Transfer Station and the Selectmen told Andrew Morse, Transfer Station Manager to contact the Historical Society to see if they are interested.

Old Business
A.      Review of the Transfer Station Fencing bids

The Board reviewed a spreadsheet from Andy Morse, Transfer Station Manager outlining the bids received for the Transfer Station fence.  The Board questioned the building code for the depth of cement necessary for the fencing posts and a discussion ensued regarding the different types of fencing materials available today.  The Board decided to table this discussion until they received a recommendation from Chief Building Official Ron Lemere.

B.      Review of the Grebenstein Drive bids

The Board reviewed the bids with Road Agent Frank Gibbs.  Frank explained to the Board that a tack coat is a sticky tar substance used to bind the two pavements together.  Frank’s only recommendation to the Board was that Brox Industries and Bell & Flynn have heavier equipment and spreader used on roads.

Chairman Ulcickas motioned to hire Bell & Flynn to complete the pavement improvements on Grebenstein Drive for $15,500.00 to be paid from the Grebenstein Drive Road Bond.  Second by Selectman Donovan.  Vote: Unanimous.

C.      Further review of the Sprinkler System Pump House site plan

The Board discussed the sprinkler system pump house site plan and the regulation of the water tank for the sprinkler system to be 25 feet from the cemetery.  The Board discussed alternative options for the placement of the tank and decided to conduct a site walk.  The Board walked the back parking lot of the Town Hall and discussed options to consider while moving forward with the project.

D.      Review Town Policies and Procedures

Office Manager Winglass addressed the Board on the following subjects:

Code of Ethics Ordinance

Winglass asked the Board if they were prepared to move forward with handing out the Code of Ethics Ordinance to all employees and to appointed/elected officials as a yearly review process and to request that the signature to be returned to the Selectmen’s file to be put in their employment file.  The Board agreed to send out copies to all who work for the town, both employees and appointed/elected officials.

Requests for extended temporary permits

A resident recently asked for an extended temporary permit for a friend’s vehicle in order to bring his trash to the Transfer Station for he currently only has a motorcycle to drive as his truck broke down and since he is on a fixed income, he anticipates that it will be sometime before it will be fixed.  The Board discussed that temporary stickers are usually given for a one day clean-out in which a resident may use a friend’s vehicle to transport items to the Transfer Station.  After some discussion, the Board decided to give this resident a temporary resident sticker for up to a month and asked for Transfer Station Manager Andy Morse to monitor the intake on all temporary stickers.  The Board discussed the option of having a punch ticket to be used at the Transfer Station.  Each time the person uses his sticker, the ticket would be punched out.

Other requests for temporary stickers have been requested such as a homeowner who rents the property and yet needs an extended temporary sticker to clean out the property after a renter leaves.  Again the Board decided to give up to a month on the temporary sticker.  

Commercial vehicles receiving resident stickers

Winglass reviewed the status with the Board to allow resident sticker to commercial vehicles if the owners live and register the vehicles in town.  The Board discussed that many residents use their company vehicles for everyday chores such as going to the Transfer Station.  A discussion ensued relating to the  town’s zoning ordinance titled Home Occupations allows for “not more than two commercial vehicles may be kept overnight at the premises”.  The Board decided to allow resident stickers for up to two commercial vehicles per residential property.

Reports from Department Heads

Selectman Donovan asked to speak about the Building Department/Health Officer/ Treasurer/Bookkeeper/Payroll Administrators Office.  Currently the small office houses four departments and they have outgrown the space.  Selectman Donovan spoke about the filing cabinets that need to be replaced for they are very old and cannot be fully utilized as some of the drawers are broken.  A discussion ensued regarding moving the departments by utilizing the copier room, the kitchen and the back office (conference room).  The Board conducted a site walk of the offices and proposed moving the Bookkeeper/Payroll Administrator to the copier room and moving the copier to the kitchen.  No final decision was made as the Board tabled this discussion.
