Selectmen’s Site Walk Minutes

September 8, 2005


The Selectmen met at Continental Biomass Inc. located at 22 Whittier Street at approximately 5:30 PM.  In attendance were Chairman Norman P. Harding, Selectmen Gary F. Nelson, Selectman John P. Ulcickas and Anders Ragnarsson, President and Peter Brenton, Production Manager for CBI, Inc.  The minutes were transcribed and typed by Selectman Gary Nelson.

The Selectmen were responding to a noise complaint from neighbor Robert Marchand.  He stated at the September 6th Selectmen’s meeting that CBI, Inc has been testing the machinery outside that they manufacture, causing noise concerns.  After a brief tour of CBI, the Selectmen proceeded to the front right corner of the property (left if standing on Whittier St. looking west at the front of the building) to see where the machines were being tested.  Anders explained that he had to test the machinery in the front of the property due to logistics and safety concerns.  The machines CBI, Inc manufacture are very large, wood chipper units used to strip and chip very large trees.  They are shipped worldwide. Mr. Ragnarsson explained at the September 6th meeting that he would try to reposition the machinery, limit testing times/hours and possibly plant shrubs or trees as well as create berms if necessary.  He assured the Selectmen that he would try these measures and will work with Mr. Marchand as he wants to be a good neighbor.  The Selectmen noted the position of the test area and the complainants’ property.  The Selectmen agreed that time must be given for these mitigating factors to work or not.

The meeting ended at approximately 6:45 P.M.
