SELECTMEN'S PUBLIC HEARING

September 6, 2005



Chairman Harding opened the meeting at 6:35pm.  In attendance were Selectman John P. Ulcickas, Selectman Gary F. Nelson, Chairman Norman P. Harding and Town Administrator, Nancy J. Wrigley.  Minutes were transcribed and typed by Office Manager, Mary B. Winglass.

Chairman Harding announced that the Selectmen are holding this Public Hearing per RSA 31:95-b to accept and expend the following;

$3,150.79 from the Newton’s Silver Tops to the Newton Food Pantry

Town Administrator Nancy Wrigley stated that the Newton’s Silver Tops, a nonprofit organization started in January of 1985 to band the Newton Senior Citizens together in a spirit of friendliness and good fellowship.  Per article 3 under their Articles of Agreement, in the event of dissolution of the corporation any money left in the treasury shall be given to the Newton Kitchen Pantry to be used for the town poor.  As Newton’s Silver Tops have disbanded, they have given the Newton Food Pantry a check in the amount of $3,150.79.      

Chairman Harding motioned to accept $3,150.79 from the senior citizens organization known as Newton’s Silver tops to be put into the checking account for the Food Pantry and to be expended as needed.  Second by Selectman Nelson.  Vote: Unanimous.

The Board discussed the need to send a thank you note to Krista Kelleher.  TA, Nancy Wrigley stated that Connie Smith, Welfare Agent is planning on sending a thank you note on behalf of the Town but she would also prepare one to be signed by the Board of Selectmen.

Accept and expend Newton’s Food Pantry Fund Account

TA, Nancy Wrigley stated that the Newton Food Pantry account has in the past been managed and held by the Welfare Agent and holds donations given to the department over the years.  Recently we have found that since the account is under the Town’s Identification Number (TIN), the town should be accounting for the funds through the Town Treasurer; as of August 31, 2005 the account total is $2,161.06.  It was discussed that the funds are used to help fund the Food Pantry as well as to supply food and gifts for the Thanksgiving and Christmas baskets.

Chairman Harding motioned to accept $2,161.06 plus any accrued interest from the Town of Newton Food Pantry Account and to expend as needed.  Second by Selectman Ulcickas.  Vote:  Unanimous.

Accept and expend $664.41 grant money from the Governor’s Highway Safety Agency (Tire Deflation Devices)

Police Chief Streeter requested that the Board accept the $664.41 grant money from the Governor’s Highway Safety Agency for two Tire Deflation Devices.  The grant is a fifty percent local support grant and pays for half of the tire deflation devices.  Currently only two of the Police Department’s vehicles are without tire deflation devices and with the purchase of these two devices would equip all four cruisers.  Chief Streeter recommended that the Town’s fifty percent share come from the Devito Asset Forfeiture Account.

Chairman Harding motioned to accept and expend $664.41 under the Governor’s Highway Safety Agency Tire Deflation Devices grant.  Second by Selectman Nelson.  Vote: Unanimous.

Accept and expend $3,268.00 grant money from the Governor’s Highway Safety Agency (Notebook Computers)

Police Chief Streeter requested that the Board accept $3,268.00 grant money from the Governor’s Highway Safety Agency for one Notebook Computer.  The grant is a fifty percent local support grant and pays for half of the computer.  Currently only one of the Police Department cruisers is without a computer and the computers in the other vehicles are not interchangeable from cruiser to cruiser.  The computers in the cruisers allow officers to spend more time in the patrol vehicle by entering data into the database and report information while continuing field activities.  Chief Streeter recommended that the Town’s fifty percent share come from the Devito Asset Forfeiture Account.

Chairman Harding motioned to accept and expend $3,268.00 from the Governor’s Highway Safety Agency for a notebook computer.  Second by Selectman Nelson.  Discussion:  Selectman Ulcickas questioned if the new computer will be interchangeable and compatible.  Chief Streeter responded that they are interchangeable and compatible.  Vote: Unanimous

Chairman Harding motioned to expend $3,932.41 from the Devito Asset Forfeiture Account as the Town’s match for two Tire Deflation Devices and one Notebook Computer 50/50 grant program.  Second by Selectman Nelson.  Vote: Unanimous.

Chairman Harding closed the Public Hearing at 7pm.
