Minutes of Site Walk on January 15, 2005

Selectmen Norman P. Harding, Gary F. Nelson and Chairman Stephen M. Cushing met at Town Hall at approximately 10:30 A.M.   The Selectmen had informed the owners of four (4) properties via letter that their intent was to conduct a second site walk to view the status of continued zoning violations.  Minutes were written by Selectman Nelson.

Mr. Russell Riccio, 58 Peaslee Crossing Road

Mr. Riccio spoke with Chairman Cushing and Selectman Harding via telephone, Friday January 14, 2005.  He acknowledged that he was not in compliance and stated that he was working on securing a parcel of land elsewhere and had hoped to move the offending items throughout the summer.  He had requested that he be given until September 1, 2005.  Chairman Cushing and Selectman Harding agreed that this was o.k. with them due to the number of items, etc. and that at least some progress was being made.  Selectman Nelson agreed, but stated we must hold him to his word.   

10:15 A.M. – Mr. George Dolak, 14 Wallace Street

Mr. & Mrs. Dolak did not meet with or acknowledge the letter the Board of Selectmen had sent to Mr. Dolak in regards to the second inspection of his property. Inspecting the property from public view, it was agreed that some items from the previous walk had been removed, but noticed some new items had been added to the property as well. All agreed that some progress had been made and that the Board would visit the property again April 1st to check on his progress.
The Selectmen then walked the street frontage of both lots #12 and #14; most of the property is visible from the street and pictures were taken.  The property at #14 continues to be 100% covered with vehicles, machinery and “junk” (236:91).

10:45 A.M. – Mr. Louis Whitty, 43 North Main Street

The Board of Selectmen met with Mr. Whitty in his driveway.  He claimed he has removed some items and would like the board to tell him what else they would like him to do.
Selectman Nelson quipped, “you could clean this place up!” He again felt he was being singled out and that his location was probably the reason for this.  Chairman Cushing concurred and asked if the Board would meet again with Mr. Whitty on or about April 1st. The Board agreed that he had removed some items from the first site walk.  Selectman Nelson felt as though Mr. Whitty was mocking the process.  
He again acknowledged that he needed to clean up the property and asked if Newton Transfer Station was still taking some metals and that he would continue next couple of months to come into compliance.  He told the Selectmen that they were welcome to look around all they wanted to.    Mr. Whitty again admitted the place had become a mess and he wanted to clean it up.
The Selectmen again observed several overturned snowmobiles, lumber, a few pieces of machinery and considerable firewood.  The Selectmen urged Mr. Whitty to continue cleaning up.

11:00 A.M. – Mr. Keith Hart, 5 Crane Crossing Road

Mr. Hart met the Board of Selectmen in his driveway.  He welcomed the Board to see the progress he was making in reducing the “junk” on his property.  Mr. Hart again expressed from the first visit that he was trying to in the very least get back on his own property and the Board agreed that some progress had definitely been made at the rear of the property.  The Selectmen will return on or about April 1, 2005 to check on the progress of cleaning up the property.

The Board of Selectmen returned to Town Hall, ending the site walk at 11:15 A.M.
