Date:  Monday, October 3, 2016
Time:  7 PM
Meeting Minutes

Call to Order : Chairman Bob Faghan called the meeting to order at 7:02 PM.
In Attendance:  Bob Faghan, Chairman; Matt Burrill, Selectman Ex-Officio; Christine Kuzmitski; Steve St. Cyr; Vanessa Burrill; and by phone, Annie Collyer
Guests in attendance:  none
Approval of minutes of August 30, 2016: Mr. St. Cyr made a motion, seconded by Mr. Faghan, to approve the minutes as written for August 30, 2016.  The motion passed 5-1, with Ms. Collyer abstaining.
5 K Race:  Discussion followed of the 5K Race, which cost $1212 for all supplies, t-shirts, medals and timer, $288 below budget.  Mrs. Burrill has made a report for future 5 K races of areas for improvement, attached hereto.   $921 was generated Recreation Revolving Fund.
Senior Warrant – The Cog Railway was very well received.  Two of those who signed up were not able to attend, and will have their fee refunded, leaving a $27 refund to the Warrant Article fund. Mrs. Kuzmitski will put together options for a Holiday Luncheon for Seniors with the balance of the Warrant Article funds for the 14th of December.  In past years, it has been held at Roma in Bradford, with a small poinsettia for each attendant.  Under consideration for this year is having one poinsettia per table, with a raffle for it instead.
Greenie Park Dugouts:  NBSA has noted there was some damage to the dugout roofs, and requests that Recreation chip in for repairs.  Selectman Burrill has consulted with Selectman Bob Donovan, who has experience in this area.  Mr. Donovan says it will need 1 bundle of shingles to  patch the roof.  Mr. Faghan made a motion to spend an amount not to exceed $100 for the roof repair, and it was seconded by Mrs. Kuzmitski.  The motion passed unanimously. Selectman Burrill said the video cameras are all pointed to the parking lot.  He will consult with the police chief to verify where pointed and make adjustments to cover the park as originally planned.   
Town Beach – Mr. St. Cyr said the replacement raft panels are being delivered this week, and that the buoys are still in.  The status of the  portapotties is unsure, and handled by the Town Administrator Nancy Wrigley.  With the continued warm weather, it is thought good to leave the buoys in until Columbus Day weekend.  
Halloween-
The traditional party given by the Boy Scouts at Memorial School, and supported by Recreation for the past 20 years, will be held on October 28.  Ms. Collyer made a motion to pay the invoice for a DJ for $250.  Seconded by Mr. Faghan, the motion passed unanimously.  Ms. Collyer then made a motion to spend $120 for 12 $10 gift certificates to Walmart for prizes for the Halloween Party.  Mrs. Kuzmitski seconded, and the motion passed unanimously.
        Trunk or Treat-   Mrs. Burrill suggested a Trunk or Treat, with local organizations and businesses be held on October 29th from 4-7 pm, at the Safety Complex at 8 Merrimac.  There is to be  no charge for participation, and it is hoped that at least 20 trunks will be participating.  The event will be for children 12 and under, with prizes for both children and for trunks.  The voters will be 3-5 adults for the kids costumes, and the kids for trunk prizes, all in the following categories: most original, overall, scariest, and with ribbons for winning.  Winning costumes will be announced at 6:30 PM and winning trunks at 7 PM, to encourage all remain for the entire event.
Ms. Collyer made a motion to spend an amount not to exceed $60 for ribbons, seconded by Mr. Faghan, and passing unanimously.
Selectman Burrill made a motion to spend $150 for DJ Jason Paradise.  Seconded by Mrs. Kuzmitski, the motion passed unanimously.  
Ms. Collyer made a motion to spend $135 for a handicapped accessible portapotty.  The motion was seconded by Mr. Faghan, and passed unanimously,    bringing the total cost for the event to $345.  
Mrs. Burrill will coordinate publicity through the Sanborn School District to Memorial students, in the Carriage Towne News for trunk participants, by a flyer for Trunk or Treat sent to the Recreation email list, posted on Facebook and on cable TV.
In discussion of food vendors, Mrs. Burrill has a hot dog machine that she will supply, Plastow Pizza will donate pizzas, and she proposed also having hot chocolate and water, with all items available for $1 each.  She will reach out to the Lions Club for hamburgers and to a whoopee pie truck owner.  Ms. Collyer said the Town has an account at Sam’s Club through the Town Administrator Mrs. Wrigley, for some of the items, and suggested Market Basket for condiments.  Discussion followed of a rain date, set for October 30th.  
Budget for 2017 & Warrant Articles:  Selectman Burrill proposed that we consider submission of 2 budget proposals to the Board of Selectmen, one less 3%, and one flat.  Discussion about Warrant Articles followed, with consensus that Recreation would propose the following: the Senior warrant article, one safety warrant article for Greenie Park playground improvements, and  Olde Home Day, and wait for the Skate Park Safety improvements for a subsequent year.
Other Business- Selectman Burrill said that the Board of Selectmen is  planning on recognizing Vet Day on Nov 11.  There will not be a parade, but a ceremony.  They are hopeful that the Sargant Woods Veterans Club will join the Town ceremony.
The next meeting will be held  at the police station so we can plan on placements for Trunk or Treat, on Monday, October 17.
Adjourn- Mr. St. Cyr made a motion, seconded by Mrs. Kuzmitski, to adjourn.  Having passed unanimously, Mr. Faghan adjourned the meeting at 8:27 PM.
