NEWTON RECREATION COMMISSION

Meeting Minutes
  • Call to Order at 7:06 PM
  • In Attendance: John Neveux, Matt Burrill, Sue Milner
  • Introduction of Guests: None
  • Approval of Minutes:  John Motioned, seconded by Matt, that the minutes of June 2, 2014 be approved as written.  The motion passed unanimously.
  • Town Beach Opening:  John made a motion, seconded by Sue, that Recreation hire the Highway Department for an amount not to exceed $100 to put in the buoys and raft at the Town Beach from the Special Events line item of the budget. The motion passed unanimously.  John also made a motion to spend up to $10 from the Supplies line item of the budget for stencils and paint to put 'NO DIVING" signs on the raft.  The motion was seconded by Matt.  Under discussion, it was agreed that John would amend his motion to read no more than $35 in case the stencils are more costly.  The amended motion passed unanimously.
  • Town Beach Cleanup:  The Boy Scouts will be having a cookout at the Town Beach on the 19th, and will make sure it is all cleaned up for the season.  With no town custodian, John will in the interim be at the beach a lot, will open the dumpster and muster other residents to pick up trash and keep it nice.
  • Town Beach Swim Lessons: There is not yet a contract with the Regional Y for outsourced swim lessons.  The Y is consulting with upper levels of management to see whether they can accommodate the Town's concerns about liability clauses in the contract.  If they are not able to address Town Counsel's concerns, we will not be able to offer swim lessons this year.
  • Annie made a motion, seconded by John, that we spend no more than $100 from the Supplies line item, for a sign to be affixed to the fence at the Town Beach that the Beach is closed from November to April, to prevent potential liability from anyone wanting to go out on the ice from the Town Beach.
  • Announcements:  The thermometer has arrived and Kyle McLaughlin, a Senior from Sanborn Regional High School, Mr. Joab Owen's Woodshop class, built a stand for use for the banner.  Recreation will be deciding our priorities and fund-raising goal for 2014 at our next meeting.
  • Other Business:  John noted that there is equipment in the storage trunk at the Town Beach.  The Recreation Commission agreed that while John is present, he will unlock the trunk and let residents use the equipment.  He will lock it back up when he leaves.
John also said that some residents complain about campground people at the Town Beach, which is for residents only.  Annie said this has been a problem in past years as well, and, just as when lifeguards were present, the police need to be called to remove and possibly fine intruders.
With Trophy Day coming July 16, Matt made a motion, seconded by Sue, that Rec spend no more than $200 for a police presence for traffic control from 2 to 5 PM, from our Special Events line item.  The motion passed unanimously.  Matt noted that Rec members will need to be present on Trophy Day to help with line up and crowd control.  Annie mentioned that it is our intent to sell 50/50 raffle tickets at the event as well, and one of us will need to handle money donated for the chance to take a picture with the trophy.
Matt stated that he will be traveling on June 16, and asked that we move our next meeting to June 23.  All agreed that will work well.  Brian has notified the Commission that he is not available for meetings until July.
  • Correspondence: Two bills and a refund check have come in.  Annie motioned, seconded by John, that we pay Triangle $169.00 for the portapotties at Greenie for the period May 21, 2014 through June 17, 2014 and $239.30 for the portapotties at the Town Beach through from June 6, 2014 to July 17, 2014, from the Special Events line item.  The motion passed unanimously.
Annie motioned, seconded by Sue, that we accept a refund check from Natural Playgrounds for $60.00, for overpayment for the Greenie Park Master Plan poster, to go back into the Supplies line item.
The motion passed unanimously.
