MEETING MINUTES

  • Call to Order: DiMercurio called to order at 7:00pm
  • In Attendance:  Sue DiMercurio: Chairperson, Diane Morin: Secretary, Jessica Brasier: Vice Chair, Sarah Woodman, Annie Collyer: Members, Ray Thayer: BOS liaison, Marilyn Landry arrived at 7:50
  • Introduction of Guests: Amanda Langlois,  Maia Drucker, Regan Finn, Karen Finn,  Jackson Morton
  • Approval of Minutes:  
Collyer motioned to accept the minutes from June 3, 2013.  Brasier seconded and the motion passed unanimously.
  • Scheduled Business:
  • Update from Swim Director:  Drucker has bathing suit sizes and a supplier.  She would prefer a 2 piece suit.  DiMercurio suggested using the Lifeguard store.  Collyer mentioned Swim Outlet is another possible supplier.  Drucker will order the swim suits.  Drucker will order 2 lifeguard rescue tubes or order covers for the older one.
  • Interview Natalie D’Appolo for Lifeguard: She did not show.
  • Interview Jackson Morton:  DiMercurio interviewed Jackson Morton for lifeguard position.  He will be completing the lifeguard training shortly.
DiMercurio made a motion to recommend to the BOS the hiring of Jackson Morton at Labor Grade V, Step 2, at an hourly rate of $9.39 per hour, not to exceed 30 hours per week.  Collyer seconded and the motion passed unanimously.

  • Interview Reagan Finn for Swim Aid:  DiMercurio interviewed Reagan for Swim Aid.  She has her CPR and First aid certification.  
DiMercurio made a motion to recommend to the BOS the hiring of Reagan Finn at Labor Grade IV, Step 1, at an hourly rate of $8.73 per hour, not to exceed 30 hours per week.  Collyer seconded and the motion passed unanimously.

  • Update on list of equipment needed for beach:  Drucker and Collyer will go to the local Wal-Mart and or Dollar Store to purchase some of the supplies.  Other supplies will be purchased from online stores. If we have enough money left we’ll order a backboard with straps and head blocks.
  • Review Beach inspection: Morin reviewed the beach inspection.  
We need to have buoy lines at the 3’ and 5’ depth.  We should have enough line to accomplish this task.

The subject of swim testing was discussed.   It was decided that two lifeguards will be responsible for conducting the swim tests and keeping a log of the swimmers that pass the test.  Collyer will order the bracelets, as part of the beach supply requisition, to be handed out to those that pass the swim test.
Collyer will write up the procedures that lifeguards will follow.  Morin will update the procedures and guidelines with the new information.

We need a measuring device to measure the depth of the water.  It needs to be at least 12’ long.  Brasier will research.  

There will be 2 lifeguards and 2 swim aids on duty.  A lifeguard will be on standby should the beach get too crowded.  The beach will be opened from 9am-6:00pm 7 days a week.

The LGC recommends that we have an AED.  Brasier will call Exeter hospital and Larry Foot.  Landry will check with her hospice group. Morin has asked a friend who works for a medical manufacturer if they would discount or give the town a free AED.  

We need to hold a Lifeguard Responsibilities Training session before we open.  Drucker is working on getting the Chief of Police and Fire to speak at orientation night for lifeguards and swim aids.  This is scheduled for June 20, 2013 at the Town Hall from 6-9:00pm.

We will need to provide water for the lifeguard and swim aids.  One idea is to have install electricity to the beach shed and then add a refrigerator.
Collyer made a motion to recommend to the BOS the installation of electric service and the purchase of a small refrigerator at the beach shed not to exceed $1200.  The money to come from the Recreation Revolving Fund.  DiMercurio seconded and motion passed unanimously.  

  • Swim lesson sign up: We’ve had a few sign up. July 1 thru August 1.  Applicants will be divided into levels according to their ability.  
Level 1         9-9:30am
Level 2         9:30-10:00am
Level 3         10:00-10:30am
Level 4         10:30-11:00am
Level 5         11:00 11:30am
Level 6         11:30-12:00pm
June 24 signup at the beach will be Brasier from 4-7pm. On the 25 will be Woodman.  Collyer will be there June 26 and Morin will do June 27.

  • Update on raft launch.  Next steps:
  • Public Hearing for Town Ordinances: Hearing will be held on June 25 at the BOS monthly meeting.  The public will be allowed to voice their opinions about the new ordinances.  At that time the BOS may revise them.
  • Place order for new raft: Collyer will order the raft and schedule the delivery after June 25th.
Review Memorial Day parade:
  • Motion to reimburse Marilyn and Diane for supplies:
DiMercurio motioned to pay $130.90 for refreshment that Landry purchased for the participants that marched.  The funds to come from line item budget, Patriotic Events, account number 4520476. Thayer seconded and the motion passed unanimously.
DiMercurio motioned to pay $64.98 for printer supplies that Morin purchased in order to print out the Memorial Day Program.  The funds to come from line item budget, Patriotic Events, account number 4520476. Thayer seconded and the motion passed unanimously.
Landry suggested we cut back from 150 to 75 people to buy refreshments for.
All 150 flags and programs were distributed.  That seemed to be a good number.
                Captain Morrill’s Company would like to march next year.
  • Movie nights:  DiMercurio left contracts at home.  She will drop them off to Morin later. Morin will contact the police for use of the command vehicle to provide lightning.  Morin will find out if we can use power from the shed.
DiMercurio made a motion to pay $1060 for FunFlicks for July 25 and August 22.  The money to come from line item budget, Special Program, account number 4520469.  Landry seconded and passed unanimously.
  • Town day:  Brasier informed the commission that we cannot create a subcommittee of 2 people. She does not have enough people to form a committee.  She would like to have a discussion group.  
DiMercurio motioned to dissolve the Town Day subcommittee.  Collyer seconded and the motion passed unanimously.
Brasier has contacted several organizations to see if they are interested in discussing their involvement in Town day.  She is planning to hold a discussion on Monday, June 17, 2013 at the town hall.  The PTO would like the Zoo Creatures vendor to come back.  Brasier and Collyer shared multiple ideas.  DiMercurio shared what was done in previous years.  
We’ll need waivers if we hold a pie eating and/or chili cook off.  We’ll need waivers if we take a person’s picture and want to post or use for publicity.   
  • Canobie Lake Tickets: Morin reported that the tickets are now on sale.  We’ve sold 6 Canobie tickets.  Four Water Country tickets are the ones donated by the commission.
  • Summer Luncheon for Seniors: Collyer stated we have too much on our plate.  Woodman suggested we put poster up asking for suggestions and contact information.  It was decided to table until next meeting.
  • Fall Senior outing: Sally went through the possibilities of having a Hobo RR as a senior trip.  Collyer asked to get more information such as pricing for bus, meal and the ride.  Woodman will come back with more information for the next meeting.
  • Temporary Signature authorization: Brasier will be acting chair as DiMercurio is resigning.  
  • Ocasio’s fund raising program:  Morin will check with Mary to see if we have the necessary pay work.  The program will move forward July 19 thru August 9 from 10-10:45am.  Collyer will do the press release. Signup deadline is July 12.  A member of the Recreation Commission needs to be present for each class. For the July 19 class, Woodman will be there.  Brasier will cover the rest of the classes.
  • July 10 meeting:  Three members will not be able to attend the meeting. The meeting will be rescheduled for July 11, 2013.
  • Creating a yearly schedule: tabled
  • Announcements:
  • Chairman’s Status: DiMercurio is resigning and her last day is June 14, 2013.  We wish her well and will miss her leadership.
  • Other Business :
  • Greenie Park reported vandalism:  Morin was informed by Len, the Town maintenance person that one of the picnic tables had the chain cut and was moved near the skate board park.  He moved the table back.  The one that was there needed repair which Len has done.  
  • Need for new picnic table: Len also asked the kids that were in the area what they needed.  The kids would like a new picnic table.  The one currently there is the one Len repaired but it is just a temporary fix.
  • Len will also be cleaning up the rotted wood at the park as well.
Collyer motioned to recommend to the BOS to purchase a new picnic table, chain and lock, not to exceed $500.   The money is to come from the Greenie Park supply line item.  Landry seconded and the motion passed unanimously.
  • Town beach picnic tables: Morin reported that there are 3 picnic tables in the upper section and 2 others near the water.  Of the 3 in the upper section, 1 is missing a chain and lock and another the key is broken in the lock.  
  • Letter to Campground:  DiMercurio had asked Morin to write a letter to the owners of Whispering Pines Campground located near the town beach.  The letter was a neighborly reminder that their guests cannot use the town beach or raft.  Morin suggested that the letter come from the BOS.  
DiMercurio made a motion to recommend to the BOS that a letter be sent reminding the owners of Whispering Pines Campground that their guest are not allowed to use the town beach or raft.  Seconded by Landry and the motion passed unanimously.
  • Sign time sheets: DiMercurio signed Morin and Drucker’s time sheets.
  • Sign requisitions: DiMercurio signed requisitions for reimbursements.
