NEWTON RECREATION COMMISSION
MINUTES OF MEETING
OCTOBER 13, 2010


  • Call to Order: The meeting was called to order at 7:00 pm with the following members in attendance: Rick Bailey, Pauline Dupuis, Ray Thayer, BOS ex officio, and secretary Lisa Babcock.  Minutes were transcribed by Lisa Babcock.
Also in attendance: Deb Holden.

  • Halloween Party: Bailey announced that the Halloween Party will be held on Friday, October 29th from 6:30 pm to 8:00 pm at the Memorial School. The cost of the party is expected to be about $500.
  • Minimum Impact Expedited Application: The application was rejected by DES as incomplete. Thayer will look into making the corrections and re-submitting the application.
  • Senior Programs Warrant Article: The warrant article will be submitted for the 2011 Town Warrant using the same language as in the 2010 warrant.
  • 2011 Budget: Bailey moved to submit the 2011 budget with the same figures as the 2010 budget. The only change being to change the Summer Programs line to read Programs. Second by Thayer. Motion carried unanimously.
  • Fall Festival: The total expenditures for the fall festival were $3,745.49.
Bailey moved to approve payment of $1311.17 to the credit card company for expenses related to the fall festival and to pay the remaining bills totaling $2,434.32 out of the Fall Fair budget line.  Second by Thayer. Motion carried unanimously.

Bailey moved to recommend that the Selectmen accept donations totaling $275 to Newton Recreation from local businesses for the fall fair. Second by Thayer. Motion carried unanimously.

  • Greenie Park: Bailey moved to pay Dave Marden $475 for removal of trees and brush at Greenie Park and $345 for regular maintenance at Greenie. Second by Thayer. Motion carried unanimously.
  • Thanksgiving Dinner for Seniors: Babcock moved to reimburse Girl Scout troop 10042 up to $150 out of Senior Programs for food and supplies for the Thanksgiving Dinner served to seniors at Packer Meadows. Second by Dupuis. Motion carried 3-0-1 with Babcock abstaining.
  • Town Beach: Holden said that several volunteers will be at the town beach over the weekend to do some weeding, repair the floor of the guard shack and do some other cleanup work. Holden departed at this time.
  • Request to Store Docks at Town Beach – the commission reviewed a request by a resident to store private docks at the Town Beach during some work at their property.  The commission considered it a liability to the town to store docks at the beach and denied the request.
  • Receipts – Bailey moved to separate and review the 2008-2009 receipts submitted by Holden and to reimburse her out of the recreation checking account and also to reimburse her for the 2010 receipts out of the 2010 budget. Bailey will meet with the selectmen to discuss the receipts. Second by Dupuis. Motion carried unanimously.
  • Other Bills – Thayer moved pay $40 for a plaque and $50 for a gift certificate to Rick’s Pond view out of Recreation checking account. Second by Dupuis. Motion carried unanimously.
  • Secretary – the secretary resigned but will complete the following work before turning keys in to the town administrator: minutes, thank you letters for fall fair, bring bills and budget to bookkeeper, and file misc. paperwork.
  • Adjourn: The meeting was adjourned at 9:40 pm.
