 NEWTON PLANNING BOARD
MINUTES OF WORK SESSION
JANUARY 29, 2015

1. Call to Order: Chairman Barbara White called the meeting to order at 6:00 pm. In attendance were: Chairman Barbara White; Vice Chairman Jim Doggett; Planning Board member Roger Hamel; and Alternate Rick Milner. Circuit Rider Planner was excused. Minutes were transcribed by Administrative Assistant Rick Milner.

White appointed Milner to stand in for Blanchette.

2. Francis Hebb of Boxford, MA requests release of maintenance guarantee connected to Twombly Drive, a town-accepted road. The road is referenced on Tax Map 16.

White presented to the Board:
a. the request from Francis Hebb for the release of maintenance guarantee connected to Twombly Drive, a town-accepted road.
b. comment from Town Road Agent indicating no issues regarding a final bond release.

Milner stated that Town of Newton Subdivision Regulation requirements regarding a maintenance guarantee have been satisfied.

Doggett moved to send a memo to the Board of Selectmen recommending that the road maintenance guarantee for Twombly Drive be released. Second by Hamel. Motion carried 3-0-1 with Milner abstaining.

3. Other Board business.
a. Acceptance of minutes.
Doggett moved to accept the minutes of the December 9 meeting. Second by Hamel. Motion carried 3-0-1 with Milner abstaining.

b. Manifests.
White presented an operating budget manifest to the Board. The invoices reflected payment for circuit rider planner services and phone bills.
Doggett moved to pay the operating budget manifest in the amount of $5,031.72. Second by Hamel. Motion carried 3-0-1 with Milner abstaining.

White presented a NPREA manifest to the Board. The invoices reflected payment to the Town Engineer for construction observation and site plan reviews.
Doggett moved to pay the NPREA manifest in the amount of $3,278.92. Second by Hamel. Motion carried 3-0-1 with Milner abstaining.

c. Correspondence.
Milner presented the most recent site inspection report from the Town Engineer for the Lot 27-3 Phase II project. Milner informed the Board that the NPREA account connected to the Lot 27-3 Phase II project was at a low balance. Invoices for inspections and plan review work are expected.

Doggett moved that the developer deposit funds to bring the NPREA account for the Lot 27-3 Phase II project to a balance of $2,000.00. Second by White. Motion carried 2-0-2 with Hamel and Milner abstaining.

Hamel informed the Board that the Zoning Board of Adjustment was conducting a site walk on Lot 27-3 within the Southern New Hampshire Industrial Park on February 7 at 7:30 am for the purpose of evaluating requested variances connected to the proposed subdivision, roadway, and baseball complex on Lot 27-3.

4. Adjourn: The meeting was adjourned at 6:20 pm.
