NEWTON PLANNING BOARD
MINUTES OF PUBLIC HEARING AND WORK SESSION
JUNE 24, 2014
1. Call to Order: Chairman Barbara White called the meeting to order at 7:00 pm. In attendance were: Chairman Barbara White; Vice Chairman Jim Doggett; Planning Board members Fred Gabriel and Sandra Estabrook; Alternate Mary Allen; and Circuit Rider Planner Jennifer Rowden. Minutes were transcribed by Administrative Assistant Rick Milner with the assistance of Vice Chairman Jim Doggett.
White appointed Allen to stand in for Miller.
2. Phyllis Anderson of Newton, NH requests a public hearing for a minor site plan review at 51 Pond Street (Garage/ barn construction over 1,200 square feet). The property is referenced as Tax Map 5, Block 6, Lot 6.
White opened the public hearing.
Steven Anderson was present to represent the applicant. Mr. Anderson addressed the Board. Mr. Anderson stated that he is planning to build an accessory structure approximately 34 feet wide by 60 feet long at 51 Pond Street. The zoning ordinance states that an accessory structure over 1200 square feet requires Planning Board approval.
Doggett asked about the older vacant home on the property.
Mr. Anderson stated that he met with a historical commission in the past and agreed to save the home built around 1728. He will keep the original outside appearance of the old home and gut the inside of the building for a garage accessible from the rear of the current home on the property.
Doggett moved to take jurisdiction of the minor site plan application for 51 Pond Street (Garage/ barn construction over 1,200 square feet). Second by Allen. Motion carried unanimously.
White presented a waiver request from the applicant requesting a waiver to the procedural requirement that a structure must be less than 2000 square feet to be considered as a minor site plan. The structure presented in the application is 2040 square feet. White stated that the circuit rider planner has found the request to be reasonable.
Allen moved that the Planning Board grant the waiver to Town of Newton Site Plan Regulation 4.5 and Planning Board Policies and Procedures 10.A.i and 10.A.iii. Second by Gabriel. Motion carried unanimously.
Allen moved that the Planning Board approve the minor site plan application for 51 Pond Street (Garage/ barn construction over 1,200 square feet). Second by Gabriel. Motion carried unanimously.
White closed the public hearing.
3. 125 Development NH Corp. in Plaistow, NH – continuation of a public hearing for a site plan review (site plan for Lot 27-4 Phase II construction) at the Southern New Hampshire Industrial Park commercial subdivision located on Puzzle Lane. The property is referenced as Tax Map 14, Block 1, Lot 27-4.
White informed the Board that the applicant was not prepared to present the revised plan to the Board.
Gabriel moved to continue the public hearing to the July 8, 2014 meeting. Second by Allen. Motion carried unanimously.
4. Other Board business.
a. Acceptance of minutes.
Allen moved to accept the minutes of the June 10 meeting. Second by Doggett. Motion carried unanimously.
b. Manifests.
White presented an operating budget manifest to the Board. The invoice reflected payment of phone bill.
Allen moved to pay the operating budget manifest in the amount of $56.98. Second by Estabrook. Motion carried unanimously.
5. Town of Newton, NH circuit rider program and transportation planning information session presented by the Rockingham Planning Commission.
Cliff Sinnott, Executive Director of the Rockingham Planning Commission (RPC), addressed the Board. Mr. Sinnott gave a presentation explaining the role of the RPC, an overview of services that the RPC provides, and several regional planning programs (transportation, land use, mapping, etc.) currently being worked on by the RPC. Mr. Sinnott also discussed local assistance provided to the Town of Newton by the RPC in the form of:
- Circuit Rider Planner service to the Planning Board
- Safe Routes to School program assistance
- matching grant programs assistance
6. Adjourn: The meeting was adjourned at 8:33 pm.
