NEWTON PLANNING BOARD
MINUTES OF WORK SESSION
FEBRUARY 28, 2012

1. Call to Order: Chairman Jim Doggett called the meeting to order at 7:00 pm.
In attendance were: Chairman Jim Doggett; Vice Chair Barbara White; Planning Board member Ann Miles; Alternates Mary Allen, Sandra Estabrook and Charles Melvin; BOS ex-officio Trisha McCarthy. Administrative Assistant Rick Milner was not present due to vacation. Circuit Rider Planner Brian Groth was excused from the meeting due to the lack of agenda items. Minutes were transcribed by Administrative Assistant Rick Milner with assistance from Chairman Jim Doggett.

Doggett appointed Melvin to stand in for Gibbs.
Doggett appointed Allen to stand in for Vaillant.
Doggett appointed Estabrook to stand in for Miller.

2. Other Board business.
a. Acceptance of minutes.
Allen moved to accept the minutes of the February 14 meeting. Second by Melvin. Motion carried unanimously.

b. Manifests.
Doggett presented a NPREA manifest to the Board. The invoice reflected payment to RPC for a site plan review.

Allen moved to pay the NPREA manifest in the amount of $165.00. Second by Melvin. Motion carried unanimously.

Doggett presented an operating budget manifest to the Board. The invoice reflected payment of telephone bill.

Allen moved to pay the operating budget manifest in the amount of $58.05. Second by Melvin. Motion carried unanimously.

Melvin moved for the Planning Board to authorize the Chairman to sign manifests outside of meetings during the extended break in the meeting schedule between February 28 and March 27 to allow for timely payment of bills. Second by White. Motion carried unanimously.

Doggett recessed the meeting at 7:15 pm to await the arrival of the Chief of Police.

3. Town of Newton, NH Chief of Police presentation of police station capital improvement project.

Doggett reconvened the meeting at 7:30 pm. Doggett introduced Town of Newton Police Chief Lawrence Streeter.

Chief Streeter presented drawings of the existing site plan and revised floor plan for the new police station facilities to be located on the property at 8 Merrimac Road. He explained how these facilities and this property will address the 50 year build out potential recommendations listed in the Town of Newton Capital Improvements Program. He further explained how the plan will:
  • solve working space issues associated with the current police station and
  • provide the opportunity to improve the infrastructure/facilities of various town departments in response to the growth of the Town of Newton in the future.
Doggett suggested that the Board entertain a motion to find that the plan presented conforms to the recommendations listed in the capital improvements program and support the effort.

Allen moved that the Planning Board finds as fact that the new police station facilities to be located on the property at 8 Merrimac Road as shown on the plan presented by Chief Streeter conform to the recommendations of the Town of Newton Capital Improvements Program. Second by Miles. Motion carried 6-0 with Estabrook abstaining.

4. Adjourn: The meeting was adjourned at 7:58 pm.
