Conservation Commission Minutes for February 7, 2013

        Peter called the meeting to order at 7:30 pm

Old Business

Tax Map 9, Block 6, Lot 7-1, SEC & Assoc., Inc.
Guests (abutters) and Con Com discussed issues of concern of this proposed 3 lot duplex plan, “Kinsley Corner” as outlined in 1/17/13 minutes.  Developer’s Engineer, Charlie Zilch, was unable to attend the meeting tonight and is scheduled to attend next meeting on 2/21.  Abutters concerned about drainage plan due to past flooding issues after construction in the area.

Approval of Minutes
        Peter motioned to accept minutes from 1/17/13.  Pat seconded. All in favor.
Correspondence:

  • DES Notice of Acceptance of Permit Application – Map 9/7-1/BL 6 on North Main St.
(Kinsey Corner).  Peter motioned to send letter to DES to inform them of concerns as outlined in 1/17 minutes & discussed tonight.  Pat seconded. All in favor.  Copies to Selectmen & PB.
  • DES   AFTER –THE-FACT APPROVAL.  MAP 13, Block 2, Lots 15,16 & 17-9, So. Main St
DES inspected forestry activities at this property on 10/25/12 and found deficiencies in the wetlands.  Owner corrected deficiencies and filed a wetlands permit application after forestry activities were well underway in 600 sq ft of forested wetlands.  Any future work on the property wetlands would require a new application and approval by DES.
  • Rockingham Planning Commission – letter regarding transportation projects and priorities in the county.  Relevant projects in Newton will be restoring bike lanes on Rt 108 (2029) and repair of Pond St bridge (2030).
  • DES  Re: Underground Storage Tank at Former Police Station, 2 Amesbury Rd.  Report from Oil Remediation & Compliance Bureau stating that discharge of petroleum into the groundwater related to this tank is unlikely and remedial measures not needed.  The town (as owner) is required to insure that the ground water at this site meets drinking water quality standards.
  • Vendor letters/emails.   Log Pro, Fairlee, VT  offers forestry services and woodlot mgt.
CEI, Merrimack, NH  offers assessment and corrective   measures for phosphorus and pollution in ponds and lakes.                     
  • Southeast Land Trust   Newsletter for Feb 2013 available to Con Com members for
                              review.
  • Sanborn HS -  email regarding high school newsletter.
New Business
  • NCC membership.  We received an application and email from 2 residents interested in joining Con Com.  Sheila has communicated with one via email and Sandy will call the other to invite them to our next meeting.  Review of membership :  7 members and 3 alternates.  We have positions open for alternates.
  • Con Com password change – email from Sylvania, Newton IT person recommending we change our password for email.  Sheila will discuss further with IT person.
  • Legislative Bulletins – # 1-7 are in Con com email and will be forwarded to members who would like to receive them.  Sandy, Sheila and Pat would like to receive these.
  • Projects for 2013 – Con Com reviewed projects for 2013
  • Posting  “no hunting” signs at the Busch Farm
  • Parking for Lower Village Rd trails.
  • Clearing trails of tree limbs, trash, etc.
  • Handout for residents - listing and describing trails
