Meeting Minutes

Present:  Chairman Peter Mears, Sandy Estabrook, Jaclyn Heffner, Selectman Liaison Trisha McCarthy, minutes were transcribed and typed by Selectman McCarthy.

  • Approval of Minutes From Prior Meetings
  • Scheduled Business
  • Review plans Tax map 9, Block 6, lot 7-1.  Discussed plans known as Kinsley Corner.  Conservation has received complaints from abutters with concerns for run off and change of topography for this sub-division.  There was further discussion regarding cisterns on property.  Selectman McCarthy informed the commission that if Dry Hydrant or Cisterns are installed, it must be deeded to the town in order for the town to have jurisdiction for maintenance, repair and/or cleaning.  Commission further discussed they would like to see a copy of plans that show the well radius of all abutters because this not shown on the plan conservation received.  Also discussed the gravel road leading to the well site and pump house buidling.  This gravel road goes through wetlands and yet the plans do not mention a culvert in this area.  Wetland will be impacted in this area and is a concern without a culvert.  Plans show there is 1946’ of impact to wetlands, but conservation feels there is more. Conservation would also like developer to explain the drainage and how this will impact the abutters property especially the properties on Rte 108.  There is 30x48 culvert box in beginning of roadway but no sign of a fire pond.  Will there be one? Lastly the commission feels that since this is in an aquifer area, commission does not want all the trees cut down.  Mears will attempt to have conversation with Developer.
  • South East Land Trust was discussed and how the Stewardship Committee monitors Hidden Acres.
  • Discussed Complaint from Bryce Giles regarding posting “No Hunting” signs at the Busch Farm.  We only have about 50 signs left.  Motion by Mears to order another 100 signs from P-T Templet Company.  Second by Heffner and all in favor.  It was further discussed to post the perimeter of Busch Farm after the snow melts.  At that time the old signs will be removed as well as tree stand on the property.
  • Discussed old Lower Road.  Condition of road is blocked by downed trees.  Further discussion of Mr. Dolak’s property and old Lower Road.  There seems to be a trailer partially blocking the path.   McCarthy stated that she believes you can get around the trailer and that Mr. Dolak may have done that for the protection for snowmobiles or ATV’s.  The trail is impassable because of downed trees.  He also had some theft to his trailers in that area, so he may be discouraging vehicles to go down path and encouraging use as a foot path.  McCarthy will talk to him.
