Conservation Commission Minutes for February 16, 2012  

In Attendance: Peter, Nancy,  Shelia, Sandy and Pat.  

Peter called the meeting to order at 7:40pm
Kim recorded the Minutes.
Correspondence-

NHDES -Notice of Acceptance of Permit Application Land Resource Management.
17 Heath Street, Newton NH. Tax Map/ Lot:4 Block 6/ 4-1.
DES File Number 201200277. Subsurface Systems Bureau Subdivision Approval Application (RSA 485:A)
Members commented that the approved application appears to be for a New Septic System for another house that is currently not built.

Peter motioned to send a letter to the Selectmen and Planning Board requesting more information. Pat Second. Vote: Unanimous.

        Other Business-
 Members discussed the Excavation Issues that had surfaced at Puzzle Lane.  It appears that more earth had been dug for a detention pond than originally intended, and is now below the water table. Due to the close proximity to the aquifer and the wetlands, a site walk should be done with Town Engineer.

Peter motioned to contact Mike Vingale of KV Partners to schedule a Site Walk on Puzzle Lane. Pat Second. Vote: Unanimous.
        
        Appointment-
Peter motioned to appoint Jacklyn Heffner as a Member to the Conservation Commission. Sandy Second. Vote: Unanimous.



Winter Gathering-
Jacklyn Heffner will attend the Winter Gathering of Conservation Conversation.

        Town Land/ Lower Road Access-
Sandy Estabrook had stepped down from the discussion.  Peter discussed his intend to gain access to the Lower Road from Town owned land located on Highland Street and create a small parking lot for cars. Abutting neighbors to the town land are Russell and Pat Estabrook whose land is located behind and beside the town parcel.  Pat Wonson is the other abutter heading toward Wallace Street. Peter proposed leaving a 10 foot buffer abutting Pat Wonson's property Peter recommended purchasing an easement from the Estabrooks. The Estabrooks considered an exchange in lou of a purchase.  The Estabrooks will gain 22 feet of Road frontage in exchange for 10 foot wide trail leading through the Estabrooks property from the rear of the Town property to the Lower Road.
Shelia motioned for Peter to address the Board of Selectmen with our proposal. Nancy Second. Vote: Unanimous. Sandy Abstained.
