Conservation Commission Minutes for March 18, 2010  

Attendance:
Peter, Trisha, Sandy, Pat, Nancy, Mary Anne and Brian.

        Peter called the meeting to order at 7:35pm.
        Kim recorded the minutes.

Guest: Paul Taylor, Head of the Eagle Scouts. Coordinating the District Camporee.

Busch Farm:
  • Paul arrived at the meeting to discuss the upcoming District ‘Camporee’ taking place at the Busch Farm. He addressed some questions regarding the event that is scheduled for May 14 – 16, 2010.  
-How many cars can be parked on the Busch Farm and where is the best place to park? He is expecting 150- 160 people arriving in approximately 25 vehicles some with trailers attached.   Peter suggested using the main parking lot and the areas to the left and to the right of the main parking lot. Peter would like the road kept open for Emergency Personnel if needed. Paul told the commission that he was expecting two Port- Potties to be delivered. Paul informed the commission that he was planning on speaking with  Fire Chief Bill Inglles regarding campfires and the permitting process. He asked whether Conservation preferred campfires on or off the ground. Peter and Trisha agreed to have Paul seek the advice of Chief Ingalls. There was a brief discussion on Fire Safety. Peter had also discussed the wet areas in the parking area. Trisha had called Road Commissioner Mike Pivero to possibly have stone dropped in the parking areas. Mike responded to Trisha and will go to the Busch Farm by the end of next week. The stone will be purchased from our Conservation Fund. Conservation had previously talked about having stone dropped at the Busch Farm, to help control the parking issue. Trisha offered to create a map of the Busch Farm for the Eagle Scouts to use during their Camporee.  Peter had suggested walking the Busch Farm with Paul prior to the Camporee.
Paul left the meeting at 7:55pm.

  • Jeffrey MacLeod – Design and Build Services. Invoice received for Signs
Made for the Busch Farm. Peter motioned to pay Jeffery MacLeod $220. Brian Seconded. All in Favor.  
 

Correspondence:
  • Rockingham County Conservation District. Conference- Stewardship of Conservation Easements.
  • Rockingham County Conservation District; Soil and Water Conservation Services.
  • Selectmen’s Office- Wetlands Complaint: 2 Pheasant Crossing.
  • Commission members reviewed complaint received from resident Carrie Jackman.
-Peter motioned to have a Site Walk to address wetland concerns at 2 and 4 Pheasant Crossing on Wednesday, March 24, 2010 at 3:45pm. Trisha Seconded. All in Favor.
       5.      DTC – Invoice from the Foy- Peaslee Property.
Nancy motioned to pay DTC $968.52 for legal fees, to be paid from the Conservation Fund. Pat Seconded. All in Favor.

  • Newton Planning Board- Regarding a 2 lot Subdivision at 44 Whittier Street. (Tax Map Block 5,5,5) Plans submitted by Karl LaCroix.
  • Conservation members reviewed and discussed the plans. Members suggested a lot line adjustment may have been another option. Members are curious on the existing trailer, and if it is being removed from the premise. Discussed the wetlands on the property. Nancy said that there would be less impact on the wetlands if the driveway was on the existing gravel. Conservation is requesting that Hay bales and Silt fences be used during construction, and have the existing trailer and septic system removed.  
  • Peter motioned to send the Planning Board a letter regarding Conservations concerns at 44 Whittier Street. Seconded by Brian. All in Favor.

Plan NH: Discussed establishing a map system of Trails on the Town owned property. Nancy suggested focusing on the Pinkerton, Peanut Trail, Lower Road, Marden , Hidden Acres, Guscora, and Foy Property. Trisha will contact Dennis Quintell to discuss mapping. Nancy motioned to begin mapping out the Peanut Trail, Lower Road, Hidden Acres and Foy area. Seconded by Sandy. All in Favor.
Discussion: Trisha discussed using a GPS. Brian suggested using a GIS Computer System.
Peter motioned to have Trisha contact Dennis Quintell to discuss mapping the Town trails. Seconded by Sandy. All in Favor. No further discussion.  

Minutes Review:   
Peter motioned to accept the minutes of February 18, 2020 and  the Minutes of March 4, 2010 as written. Trisha Seconded. All in Favor.
Currierville Road Site Walk:  Peter, Trisha, and Sandy walked Currierville Road with  Road Agent Mike Pivero.  Together they looked at damage from the most recent rain storm. Currierville road is getting washed out from the flooding and a large tree was uprooted due to the natural flow of the water. Mike would like to remove the root mass and have a box culvert replace the existing small culvert. To cover the cost of the expense the town will be possibly seeking Grants. Conservation doesn’t see any problems with the repairs needed for the Scenic Road, Currierville Road.
Peter motioned to send a letter to the Residents of Currierville Road and the Planning Board. In attempt to fix the storm damage on  Currierville Road, we the Conservation Commission are working with  Road Agent, Mike Pivero to allow him to make needed improvements while protecting the integrity of the Scenic Road. Brian Seconded. All in Favor.
  
Announcements: Webster Bridge is temporally closed.
