Conservation Commission Minutes for February 4, 2010  

Attendance:
Peter, Trisha, Sandy, Pat, Nancy and Brian.

        Peter called the meeting to order at 7:40pm.
        Kim recorded the minutes.
Guest:
Adam Nicol, accompanied by his mother, Ms. Nicol. 7:45 pm
Mike Pivero, Newton NH Road Agent.   8:50 pm

  • Our meeting began with a presentation from Eagle Scout, Adam Nicol; Troop number 18 of Plaistow, NH.  Adam constructed three bat houses and placed them around town. These bat boxes are located at the Busch Farm, Greenie Park, and the Town Beach. Adam had passed around his portfolio for members to view while he was discussing his project. With $900 in donations, Adam was able to complete his project in hopes of increasing the population by creating nursing colonies for bats. Adam is also concerned with a serious fatal disease that effect the bat population called White Nose Syndrome.  During our discussion, the Conservation Commission had agreed to maintain these nursing colonies. Adam believes they will require minimal maintence, however just watch for bees nests or rotting over time. Members congratulated Adam on his excellent work and thanked him with his efforts in reducing disease carrying mosquitoes and increasing the population of bats.
  • Mike Pivero discussed an intersection in town that has been prone to serious flooding. This problem area is located at the intersection of Des Roberts Road and Marcoux’s Grove. Mike explained the complicated and pricey project while members viewed the photographs he provided. Mike is corresponding with NHDES and provided Conservation with a Minimum Impact Expedited Application from NH DES Wetlands Bureau that will be completed at a later date.  

Correspondence:

  • DTC Attorneys at Law. James M. Foy to Town of Newton. Original Conservation Easement. Recorded at the Rockingham County Registry of Deeds on December 31, 2009. Book 5079 Page 1257.   
-Members of Conservation reviewed the documents.
  • NH DES-  Permit #WPS-6839D. Name change from Sargent Woods to Joshua Manning, Center view Hollow Land Company, LLC.
- Conservation is concerned about the ownership of this land and feels strongly that the Town of Newton needs to adopt a Town Wide Water District. This district will protect all the citizens of Newton. Residence private wells would not be affected. However this Water district would protect the people of the town by monitoring the amount of water that could be tapped from our aquifer.
  • DTC Check for the amount of $75.49. (Excess closing costs.)
Nancy Wrigley, TA had sent a memo asking the account Conservation would
           like this check deposited in.
  • Conservation would like the copy of the First American Title Insurance
Owner’s Policy in the safe and the check deposited in the Conservation Fund.  
  • Rockingham Planning Commission – Guidance Documents request for comment.

Minutes:
Peter motioned to accept the minutes of January 21, 2010 as presented. Brian Seconded. All in Favor.



Other Business:

  • Members discussed the parking issues at Town Hall.
  • Discussion on a letter sent to the Selectmen regarding the Code of Ethics letter that had been previously sent. Peter motioned to send the Selectmen a memo regarding the ethics in town. Brian Seconded. All in Favor.
  • Peter had noticed eight pins marking telephone poles located on Lone Goose Road. He believes it could actually be across the town’s boarder in South Hampton.   
New Business:
Discussed the Town Report. A new gate had been installed at the Busch Farm, All Gates were re-keyed and signs are in the process of completion. These signs  will mark  Town land.

Announcements:
Peter announced that the signs for Town land are all routered and now are ready for paint.
