Conservation Commission Draft Minutes for June 19, 2008


Attending were:
Trisha McCarthy, Peter Mears, Pat Wonson, Nancy Slombo,  Tim Brennan, Alicia Raddatz, Sandy Estabrook
Guest: Shelia, Charlie Zilch, Leo

Peter called the meeting to order at 7:37 pm
Minutes Review
Peter made a motion to accept the minutes of June 5, 2008 as presented. Sandy seconded. All in Favor.  
Charlie Zilch spoke on behalf of Leo of Rosewood Builders. Previously they had met with the board in February. Since then their plans on Georges Way have changed from four lots to three lots. Owner plans on marketing the lots and would like each lot to have their own driveway instead of a shared driveway.  The conservation was told by Charlie that the conservation area would not change and there will not be any impact on the wetlands.  Since there is a conservation easement, Peter felt it was necessary to hold a site walk before the board can make a decision.
Peter made a motion  for the members of the board to meet  for a site walk at 14 Georges Way on  Saturday June 21, 2008 at 9:00am. Pat Seconded. Vote Unanimous.

Trisha arrived at 8:10pm
Correspondence:
1.      NH Association of Conservation Commissions. 2008 Membership dues $225.00 Peter made a motion to pay membership dues of $225.00 for 2008. Nancy Seconded. All in Favor.
2.      Office if U.S. Senator John E. Sununu. 2008 Guide to Federal Conservation   Programs.
3.      NH Legislative Bulletin 6-6-08
4.      Town Administrator, Nancy Wrigley- Personnel Policies
5.      Town Administrator, Nancy Wrigley- Performance Evaluations forms
6.      2008 Budget Expenditures- Grand total $3,250.00 Year to Date $813.72

Wetland Cases:
1.      Anonymous complaint on 3 Ridge Road regarding a retaining wall that has fallen into the wetlands. (Large amounts of concrete have fallen into the wetlands.) The wall was constructed last year. Trisha met with the homeowner and informed her that the wall needed to be repaired. Pat would like pictures taken of the retaining wall. Trisha request that D.E.S. should handle the situation.
Pat made a motion to send a letter to D.E.S. regarding the collapsed retaining wall into the wetlands at 3 Ridge Road, Newton NH. Nancy Seconded. Peter abstained. All in Favor.
 

Old Business:   
8 Wilder’s Grove Site walk update. Property owner: James O’Boyle There is a partial retaining wall that still standing on the property.
New Business:    Site Walk at 9:30 am on Saturday June 21, 2008 at Walnut Farm Road for lots 5, 6, and 7.


Other Business:
Board discussed the Hampstead Water Franchise.
Sandy made a motion to send a letter to the Newton Selectmen urging the PUC to request that the meeting should be held in Newton and not in Concord NH. Nancy Seconded. All in Favor.

Pat made a motion to send a letter to the Board of Selectmen that the members of Conservation would like them to consider creating a Municipal Water District that would encompass the entire town.  Nancy Seconded. All in Favor.
