Conservation Commission Draft Minutes for May 22, 2008
Attending were:

Peter Mears called the meeting to order at 7:35pm
Minutes Review
Peter made a motion to accept the minutes from April 3, 2008 as presented. Pat Seconded. All in Favor. No Discussion.
1. Correspondence: NH DES Wetlands Bureau- regarding Continental Real Estate, LLC. 22 Whittier Street, Newton NH. Minimum Impact Expedited Application is administratively incomplete due to specific items not provided.

3. Office of the Board of Selectmen regarding 2008 Commission Appointments
Pat Wonson reappointed. Term expires April 15, 2010.

6. Newton Planning Board Notice of Decision- Continental Biomass Industries, Inc. 22 Whittier Street, Newton NH. Major non-residential plan and lot line adjustment.
Peter made a motion to send a letter to CBI regarding a potential parcel that CBI may want to gift to the Newton Conservation Committee. Sandy seconded the motion. All in Favor.
7. Motion to Intervene from Sumner F. Kalman Attorney at Law to Debra Howland, Executive Director Public Utilities Commission. Re: 07-130 Hampstead Area Water Company.
8. Newton Planning Board Notice of Decision – Grey Barn Boatworks, 14 Amesbury Road, Newton NH Tax Map 10 Block 7 Lot 20-1. Final Approval on 3-25-08.
Trisha made a motion to send a letter to William Colbert and C.C. to the Planning Board requesting a written explanation for the following;
-Conservation is concerned with paint emissions and controls along with chemical use and its storage.
-Controlling the run off, and preventing wetland damage when washing the boats on his property.
Peter seconded this motion. All in Favor.
9. NH DES Land Resource Management Program to Sara Reality c/o Sara Reality 8 Wenmarks Road, Newton NH Regarding Whispering Pines Campground Tax Lot 5/1-5 Alteration of Terrain Permit WPS-8096. Permit approved on April 2, 2008 and will expire on April 2, 2010.
10. 2008 Budget Expenditures thru March 31, 2008. Grand Total $3,250.00 Yr-Date Expense $274.54 Variance ($2,975.46)

17. Planning Board memo announcing public hearing on May 13, 2008 7:00pm for subdivision Katherine Drive. MBL 6-9-9.
A letter will be sent to Planning Board. Conservation is requesting a 30-foot no cut Buffer Zone recorded on the first page of the plans. This buffer zone is for the lots that abut the Peanut Trail. Deeded and Recorded. The 80 foot Peanut Trail also needs to be recorded and refrenced on all plans.
18. Rosewood Builders, LLC Tax Map 7 Block 3 Lots 14- 26&27 George Way, Newton NH. Application for permit from NH DES Wetlands Bureau has been filed. Single driveway to be constructed with in a conservation easement, over existing woods road, for newly subdivided lot access. No direct wetlands impact.
Conservation requests input before Chairperson can sign permit. Past history on these l have not been favorable and would recommend an explanation and prefer a shared driveway.
