Conservation Commission Draft Minutes for March 20, 2008

Attending were:
Trisha McCarthy, Peter Mears,  Nancy Slombo,  Alicia Raddatz,
Guest: Luke, from Gove Environmental Services Representing Continential Biomass Industries.

Trisha McCarthy called the meeting to order at 7:40pm
Minutes Review
Peter made a motion to accept the March 6, 2008 minutes as presented.
Seconded by Nancy.
Correspondence:
1.  Certified mail from Planning Board, Abutter’s Notice, Hearing scheduled for Thursday March 13, 2008 Marley Builders on Whittier Street. Tax Map 6 Block 9 Lot 9.
Trisha had attended the meeting.
2.   Birch Tree Conservation Consulting, Rachael Stevens, 99 Dame Road, Durham, NH 03824. Promoting natural resource conservation.
3.   2008 Budget Expenditures- Total $3,850.00, Year to Date Expense $274.54, Variance( $3,575.46)

Busch Farms:
Held discussion on Bio Monitoring Day, possibly coordinating the event with the Greenie Fall Fair.

New Business:
Luke from Gove Environmental attended the meeting representing Continental Biomass Industries of Whittier Street, Newton.

-       He proposed a secondary access entering CBI minimizing the traffic flow of large          
       and small vehicles. This access would be located across from Chongor Drive.
-       Adding onto the existing building.
-       Additional Parking.
-       One third of the intermittent stream would be impacted by the secondary access.
-       52-foot culvert would pass through the driveway.
-       According to Luke, Continental Real Estate, LLC had granted permission to pass through the easement, and DES has already given their consent. There are 10,300 additional square feet on site and 8,425 square feet would be impacted. Gaining an additional 1,300 square feet.
-       Drainage- Roof drainage will go into the under drains and flowerbeds. There will be catch basins for the parking lot and grass line swales will run along both sides of the driveway.
-       Alicia commented on future developing and her concerns of wetlands being filled in. Luke responded that there would be limited space for further developing.
-       Nancy was concerned with the amount of trees that would be cut, and requested to limit the clearing and leave as much vegetation as possible.
-       Trisha, Nancy, Peter and Alicia all signed the minimum Impact Expedited Application.
-       Left a copy of our comments for Lisa of Planning Board, stating that we accepted the expedited plans and will get a completed package.  

Other Business:
Master Plan – Capital Improvement.
-     Prime wetlands study completed.
-       Wetlands Maps and guidelines
-       Alicia proposed buying field guides for the Conservation section of the Gale Library.
