Conservation Commission Draft Minutes for February 7, 2008

Trisha McCarthy called the meeting to order at 8:00pm
Minutes Review
Peter  made a motion to accept the January 17, 2008 minutes as presented.
Nancy Seconded. All in Favor.

1.      2008 Town Budget and Warrant Articles  January 15, 2008
2.      Newton Selectmen Minutes January 21, 2008
3.      Newton Planning Board Minutes January 22, 2008
4.      Newton Planning Board Minutes January 29, 2008
5.      Wilder’s Grove Land Tax Map 5-1-7 Abatement Application was approved.
6.      NH DES Notice of Compliance and Release of Recordation for Administrative Order No. WD  07-023 C.P McDonough Construction Corporation.
             Trisha read the letter to the members of the committee.
7.      NH DES Restoration Plan Approval Re: C.P McDonough Construction Corporation-  NH DES Wetlands Bureau File No. 2005-02642, Puzzle Lane, Newton. Tax Map 14, Lots 2 ,27-1, 27-3, 27-4.
Members of the committee emphases the importance of the Trolley Tracks shown on the deed. According to approved and signed plans by the Planning Board on July 10, 2007, Item no. 14 showing right of way to be deeded to the town. There is 3.9 acres that divides tax map 13 block 13 lot 8-2 and lot 8. Conservation request that right away is to be shown on deeds and all plans that come before the Planning Board for approval. A memo will be sent to Planning Board with our request.

A memo will be sent to the Board of Selectmen to look into the Sargent Woods Water Franchise. Conservation has concerns with the location of our aquifer.

Wetland Cases:
1.    Wetland complaint on Thornell Drive. Improper handling of manure. Run off could potentially enter the wetlands. May be in violation of NH Department of Agriculture, Markets and Foods. RSA 431:33-35 Manure, Agriculture, compost and chemical Fertilizer Handling.
Complaint will be forwarded to Richard Uncles of NH Department of Agriculture, Markets and Foods. Trisha will bring the complaint to the owner’s attention.
2.    Wetland complaint on 9 Brimstone Circle. Potential manure run off into the wetlands. Trisha will contact the homeowners and speak to them about Best Management for Manure Practices.   
 
Other Business:
1.      A letter will be sent to Ned Nichols, of Sargent Farms asking him to repair the damaged silt fence.
2.      Trisha reviewed the Conservation Report for the 2007 Town Report.
