Conservation Commission Draft Minutes for January 17, 2008

-       A letter was sent to Planning Board that addressed Conservation concerns with the new lot line adjustment plan.

-       The Trolley Path needs to be shown on the deed.

-       Conservation also wants to make sure that Coleman McDonough understands that he is acquiring property that is residential; where such setbacks and buffers still apply. With that in mind, the edge of Commercial zone needs to stay the same since he purchased residential property and not commercial property.

Busch Farms:
Members discussed new ideas for this year's Bio Monitoring Day. The board agreed that the science exploration may be more beneficial for the Sixth or Seventh Grade class.
Trisha had also been in contact with the Boy Scouts who may be interested in participating in the event the following day.
Alicia will contact the Seventh Grade Science Co-coordinator
Bio Monitoring Day is tenitively planned for May of 2008
Trisha will be in contact with the Boy Scouts.

Wetland Cases:
Received a complaint on Thornell Road of Horses being kept in an unfit environment located on Forest Reynolds Farm. The letter was redirected to the Stewardship Committee. Along with the care of the animals, Conservation is concerned with the possible water contamination from the manure that could come in contact with water supply.
 

Old Business:
The Planning Board responded to our concerns following up on the Whittier Street Development. The meeting to discuss the plans is continued to February 12, 2008. Planning board has a copy of our concerns;

1.      Setbacks- From the Peanut Trail there is suppose to be a buffer zone of 25 feet, however one of the stakes is on Town Property   So we have concerns of where the survey stakes are located along the Peanut Trail side of the sub-division. (Because of the stakes on Town property.)  
2.      Are there any Prime Wetlands on the property, these specific wetlands require additional protection.
3.      We would like the 25-30 foot no-cut buffer (along the edge of the Peanut Trail) to be referenced on the deeds of these properties as they are transferred to new owners.  (So that new owners of these properties understand they can’t cut in this no-cut buffer zone)
4.      There needs to be a well radius shown on the plans for the existing home.
5.      The plans do not show a culvert at the wetlands crossing. There are Federal standards in place that require such a culvert to be installed.

New Business:
Randall Shuey, Senior Soil and Wetland Consultant from Grove Environmental Services, attended our meeting representing C.B.I. of Whittier Street, Newton, to discuss possible changes to the property. CBI is proposing to expand their building and redirect the flow of traffic on the site, separating the cars from the large trucks and equipment that travel through the premise daily.  Mr. Shuey questioned whether Conservation would be willing to allow access through Easement B- 2.3 acres of land. Tax Map Book 3439 Page 743.
Trisha was concerned with buffer zones and setbacks. If wetlands are affected, Alicia suggested swapping wetlands for wetlands.
Documents on all three easements will be brought to the next meeting.

Easement B- 2.3 acres
Easement C- .7 acres
