Conservation Commission Draft Minutes for September 6, 2007

Trisha McCarthy called the meeting to order at 7:40pm
Minutes Review
-Amendment- Ricky was a guest at our last meeting held on August 30, 2007
Nancy motioned to accept minutes as amended for August 30, 2007. Seconded by Peter. All in favor. Sandy Abstained.
-Peter motioned to accept minutes as presented for
June 2, 2007; June 21, 2007 and August 2, 2007. Nancy Seconded. All in Favor.

Correspondence:
1. Town of Newton Office of Selectmen’s Meeting Agenda – August 20, 2007
2. Newton Planning Board Minutes of Work Session Meeting- August 28, 2007
3. NH Department of Revenue Administration Notice of Intent to Excavate. Tax Map/Block/Lot # 13/3/11 Peaslee Crossing – Approximately 51 acres.
4. Letter of Introduction from Fred Borman, Extensive Educator, Forest Resources
A letter of reply will be sent by Conservation, and would like to hear more about his services.
5. Newton Planning Board, Plan Review. Regarding MBL6-6-9
Marley Builders/ Whittier Street
After carefully reviewing the set of plans received, the commission members addressed their concerns.
1.) Setbacks- From the Peanut Trail there is suppose to be a buffer zone of 25 feet, however one of the stakes is on Town Property So we have concerns of where the survey stakes are located along the Peanut Trail side of the sub-division. (Because of the stakes on Town property.)
2.) Are there any Prime Wetlands on the property, these specific wetlands require additional protection.
3.) We would like the 25-30 foot no-cut buffer (along the edge of the Peanut Trail) to be referenced on the deeds of these properties as they are transferred to new owners. (So that new owners of these properties understand they can’t cut in this no-cut buffer zone)
4.) There needs to be a well radius shown on the plans for the existing home.
5.) The plans do not show a culvert at the wetlands crossing. There are Federal standards in place that require such a culvert to be installed.
6. Hydroterra Environmental Services regarding Packer Meadows Elderly Housing
Community Water Supply System. Proposed new Small production wells.
New Business: The members discussed the importance of Town Clean up day, and the positive impact it had on the town when Clean up day was held in the past. Trisha said that she would mention this idea at the next Selectman’s Meeting.
Other Business Family Fall Fair at Greenie Park.
-Trisha had purchased the gift cards for the bike race.
-Nancy will bring the cones.
-Trisha will order the t-shirts.
