The Newton Cable Committee will meet on Monday October 7, 2013 at the Newton Town Hall starting at 5:30p.m.


Call to Order: Winglass called the meeting to order at 5:40pm
Roll Call:      Mary Winglass, Chair, Public Relations/Programmer; Sally Woodman, Secretary; Diane Morin, Station Manager; Marilyn Landry, Vice Chair
Minutes from Previous Meeting: August 14, 2013
Morin motioned to accept the minutes from August 14, 2013 as written.  Woodman seconded and the motion passed unanimously.
Budget:
  • Revolving Fund balance: No action needed.
  • Review 2014 budget: Winglass explained BOS’s memo on the spending freeze.  The BOS is requesting 2014 budgets keep to a 2% increase.  The committee reviewed the 2013 budget.  The salaries expenditure thus far for year 2013 is less than expected.  The committee believes this is because the Station Manager has not reported all her time.  Morin, the Station Manager, will come up with a schedule that she will work each week.  
Another problem is we are short staffed.  We have only 1 cable operator available to record.  Morin has been filling in.  Morin will send an email to the High School to see if any students would be interested in a part time position as Cable Operator.  
Morin reported that the PC should be upgraded to Window 7 Professional.  She will contact Rmon and inquirer about the cost for the software upgrade.
After reviewing the above it was decided to remain at level funding for 2014.
  • BOS Budget review scheduled for Oct 15, 2013:  Winglass will present the budget.

  • BOS Meeting:  The October 15 meeting will not be televised.
  • Planning Board: They are scheduled to hold meetings on October 8 and 22.  James Paone will be working the meetings.
Unfinished Business:
New Business:
  • Station Manger meeting with Sanborn HS:  Morin attended a meeting with Brain Stack, Principal, Brain Gray, Aaron Wiles and Mark Giuliucci, teachers, at Sanborn Regional HS.  They discussed how the kids could get their media projects televised on Newton’s local access station.  The best solution would be for the teachers to contact Morin when a project is completed and she will upload the video.  
They also offered to allow access to their studio for town use.  If the town has a special program that they would like to create, we could work with the students and have them record and edit.  This is a great opportunity for both the Town and Students.  
Morin informed the teachers that the Town is looking for cable operators and should any student, 16 years and older, be interested they could submit an application.  Morin will follow up with an email to the staff with more information about the position.
  • Re-Appointment of Marilyn Landry:
Winglass motioned to recommend to the BOS the re-appointment of Marilyn Landry to the committee with an expiration date of April 15, 2015.  Woodman seconded and the motion passed unanimously.
  • Employee Evaluation: The committee performed a job evaluation for James Paone.
Winglass motioned to recommend to the BOS a merit increase of 7.5% from Grade IX, Step 1 to Grade IX, Step 4 for James Paone effective September 12, 2013.  Woodman seconded and the motion passed unanimously.

  • Possible consultants
  • Chris Liquori:  The committee discussed options for bringing Chris Liquori on as a consultant.  The committee spoke with Chris via phone and offered him a 6 month contract at a rate of $25 per hour with a maximum of 12 hours per month.  Chris agreed to the terms.  
Winglass motioned to recommend to the BOS the hiring of Chris Liquori as a temporary employee for 6 months, at $25 an hour, not to exceed 12 hours per month.  Woodman seconded and the motion passed unanimously.
