MINUTES: Meeting of Tuesday, June 21, 2005

CALL TO ORDER: Meeting called to order at 7:30 PM by
Chairman McElroy

Introduction of Board Members...

PUBLIC HEARING: Richard & Amy LeClaire 51 Wilders Grove Road Newton, N.H. 03858

Present: Richard & Amy Leclaire, and 1 Abutter, William Grimes.

Mr. LeClaire explained to the board that he & his wife owned 2 properties on Wilders Grove Road, #49 & 51.
He told the Board that after they purchased the property, to rehab for parents, they realized that it
would cost more to rehab than to raze the building and replace it with a new structure. Their first step was
to have a new septic design done, and then a lot survey. He discussed the foundation of the current
building and the condition of the structure, which overhangs the foundation by 2 feet. There are also
two big chimneys. He proposes squaring off the foundation to 26 feet by 32 feet (standard
foundation). Also, they wish to add a deck facing the water, which they do not currently have. He informed
the Board that he had removed 14 trees from the property, and all in accordance with the law.
Mr French pointed out that the figures on the plan were all +/-...and this was not acceptable to the
Board. The figures had to be exact. He also pointed out that the plan in front of the Board was a septic
design, and not a Plot Plan, and therefore, that was not acceptable. They needed a Lot survey. The
situation was put up to Mr LeClaire, the Board could give him the numbers (if he was in a rush), but he
would have to abide by them. His other option was to have a Plot Plan done to present to them, with the new
structure and the exact numbers. Mr Leclaire explained that he could not even tear the building
down, as this would take time off from his one year Building Permit. After a detailed explanation of what
was needed, Mr LeClaire opted to have a new plan done and continue the appeal at the next meeting.

Mr Allison made a motion to continue this hearing to next month. Motion was seconded by Mr Kozec.
Motion carries unanimously.

Mr Bill Grimes was given the opportunity to speak, so that he would not need to return next month. He
introduced himself to the Board, and explained that he was an Abutter, across the street at 82 Wilders Grove
Road. He was all in favor of what Mr LeClaire was proposing to do to this propoerty.
Before leaving, Mr LeClaire asked the Board if his wife, who was the actual owner of the property, had to
be present at the next meeting. The Board agreed that it was not necessary.

ACCEPTANCE OF MINUTES: Meeting of May17, 2005. A motion was made by Mr. Allison to accept the minutes
as written. Seconded by Mr. French. Motion carries.


NEW BUSINESS/CORRESPONDENCE:
1. The Board had received an invitation to the groundbreaking of Ann Miles' Adult Community, "Jacob's
Village", to take place on Wednesday, June 29, 2005 at 9AM.

2. Discussion of the Budget statement and Accounts
Receivable sheet.

3. Brief comments on the new "New Hampshire
Planning and Land Use Regulation" books.

ADJOURNMENT: A motion was made at 8 PM by Mr. Allison to adjourn. Seconded by Mr. Kozec. Motion carries.
Next meeting to be July 19, 2005 at 7:30 PM.
