NEWBURY BOARD OF SELECTMEN
MINUTES OF MAY 6, 2013 MEETING
Selectmen: Gary Budd and Richard Wright.
Town Personnel: Dennis Pavlicek, Town Administrator; Donna Long, Administrative Assistant
Public: Beverly Digilio, Joe Digilio, Bob Wilkonski, Polly Lowe, Dave Lynn, Jennifer Goin, April Messer, John Sherman and others.
The meeting convened at 5:55 p.m.
PUBLIC INPUT:
Mr. & Mrs. Digilio approached the Board to ask about an abutter that wants to infringe on the cemetery lot lines to get to their septic system. Pavlicek replied that when the landowner realizes that it will need to go to town meeting that the land owner will probably change his plans.
Wilkonski approached the Board with a letter from two residents in the Mountainside community. Several residents from this community are concerned about an alleged drug bust in this neighborhood. Lowe said that she would like the chief to be more communicative with this neighborhood when there are issues. Lowe said she also called to put a cease and desist on a junkyard being run at 104 Winding Brook Road. She says this renter drives too fast on the road and dumps many things in a dumpster and has junk cars on his property. Lowe said that there is a business being run up there and doesn’t believe he went to the planning board. Goin said that she spoke with the Chief and the Chief has told her that this person has gone to the zoning
board.
Discussion pursued regarding the concerns of these neighbors. Wright said that he can contact the Code Enforcement Officer to see if this person has gone through the Planning Board to get permission to run this junk yard business. Wright said this is a residential area and they are not allowed to run a business. Wilkonski asked if the road postings have been taken down. Wright said the postings have been taken down. Messer said there is an increase amount of traffic on the road.

Messer said that the police officer put the retrieved drugs on the dashboard of the car and left it there to show everybody.
Budd said the Board of Selectmen does not get involved with the police. If there are any issues with the police, then it needs to be put in writing and then they can discuss this with the police department. If there was a cease and desist issued, it would be given to the resident and the property owner.
Wright will get in touch with the Chief and Pavlicek has already got in touch with Bruce Healey, the chair of the Planning Board.

NEW BUSINESS:
The Board went over three bids that were received for the painting of the three buildings in South Newbury. The first bid was from Stebbins Spectacular Painting in the amount of $56,650. The second bid was from Home Partners in the amount of $26,680. The last bid was for Albert LeBlanc and only quote two buildings because he felt Sherman Hall does not need to be painted and his quote was $18,597.60. Wright said that maybe the prisoners could paint Sherman Hall at another time. The Board decided to go with Albert LeBlanc for the painting of the Old Town Hall and the Grange.
Pavlicek read a letter from resident Tanya Hathaway looking for a 6 month extension for property taxes. Pavlicek said that the property is not near tax deeding so no action needs to be taken at this time.
MINUTES: Minutes of April 22, 2013 were approved to file.
PAYROLL & ACCOUNTS PAYABLE: Week ending May 4, 2013 were approved and signed.
INTENT TO CUT: None
ABATEMENTS/CREDITS/EXEMPTIONS: A Veterans Exemption was approved and signed for Jonathan and Sandra Warde, 46 Greystone Lane. A Veterans Exemption was approved and signed for Robert Kenerson, 278 Route 103A. A Veterans Exemption was approved and signed for Robert Beaudry, 19 Pleasant Street. The following Veterans Exemptions were denied: Roger Whitaker, Robert Ross, Steven Peterson and Jeffrey Lizotte.
The Board signed the cover sheet for the following exemptions: The Fells, Audobon Society of NH, Center Meeting House and the Bradford Fish & Game. Sylvia Johnson asked for an advance on her elderly exemption which will be $15,000 more next year and she turns 80 this June. The Board discussed this request.

The Board reviewed the ad for the floor strengthening bid to be placed in the Kearsarge Shopper. The Board approved the running of the ad.
Wright brought up the topic of the landscaping at the Veterans Hall. He would like to fix the retaining wall and pull out stumps with the $3,600 that is left in the appropriation for the article. The Board agreed with this request. Wright will talk to a few local businesses to see if they are interested in this job.
Wright said that the foot bridge at Fishersfield is only 4 feet wide. He would like to make this wider and make it a covered bridge. Wright thinks the cost would be about $800 for the pressure treated wood and the torque screws. To make it a covered bridge would be about an extra $1,600.
A resident came in to see Pavlicek earlier in the day to talk about his property that is up for lien. Pavlicek said there should be no exceptions and follow normal procedure. The Board agreed.
Pavlicek showed the Board an ad for the benefit for Chris Palmer. Pavlicek asked the Board if the town could fund the band that will be used for this benefit. The comedian will be coming for free. The band cost will be $400. The Board agreed to this request. Pavlicek is trying to find a room for the comedian for free or reduced rate.
Pavlicek discussed the computer system with the Board of Selectmen. Within a month the line will be brought in directly to the town office.
NON-PUBLIC SESSION:
The Board voted to go into non-public session under RSA 91-A:3, II, a-e at 7:24 p.m. to discuss a personnel issue. A decision was not made. The Board came out of non-public session at 7:27 p.m.
PURCHASE AUTHORIZATION: A purchase authorization was approved and signed for Albert LeBlanc in the amount of $18,597.60 for painting the Old Town Hall and the Grange Hall.
MEETING ADJOURNED at 7:20 p.m.
