Conservation Minutes 7/12/16

Newbury Conservation Commission (NCC)

Members Present: Katheryn Holmes, Chair; Eric Unger, Vice-Chair, Members; Bill Annable, Alternate.

Joy Nowell, Select Board Member was in attendance.

Ms. Holmes called the meeting to order at 7:12 p.m.

ADMINISTRATIVE

Minutes
The NCC reviewed the minutes of June 16, 2016 and made corrections. Mr. Unger made a motion to accept the minutes as corrected. Mr. Annable seconded the motion. All in favor.

INTENT TO CUT:
The following Intent to Cut Application was not in compliance:

  • Marjorie Michie Trust on High Point Road, Tax Map/Lot #030-275-316.  Acreage of Cut =  5 acres out of 11.86 acre lot.  Objective of Harvesting is to remove overstory of mature and overmature spruce in northerly end of lot adjacent to High Point Road since these trees are at increasing risk of blowdown or natural mortality.

BUFFER ZONE CUT:

The following Buffer Zone Cuts have been found to be in compliance:  

  • Barrett Paddock on 552 Route 11, Newbury, Tax Map/Lot # 005-040-077.  To remove three trees in one cell to be removed as well as clearing 75% woodland Buffer Zone for New House and Septic.
  • William Murphy on 60 Lake Avenue, Newbury, to cut a dead/dying balsam fir behind the house over propane tanks.
  • Backyard Realty, LLC on 9 Acorn Road, Newbury, Tax Map/Lot #020-131-511 to remove a tree rotted out at base.
DES:  

Ms. Holmes reviewed the following communications from the NH Department of Environmental Services (DES):

  • Docks Plus – Ms. Holmes read a letter from Docks Plus that was submitted to the State of NH DES Wetlands.  Property located at 95 Lakewood Manor Road, Newbury, Permit # 2014-01836.  To perform repairs to the referenced property under 482-A:3-XIV-a.b.
  • The Fells – Shoreland Impact Permit 2016-01626.
  • Robert Vail – For property located at 83 Malia Terrace, Tax Map/Lot # 018-260-208 to reposition stone in bed of Cunningham Brook and repair a retaining wall.  Ms. Holmes would like the committee members to make a site review.  


COMMUNICATIONS

  • Ms. Holmes read a letter from Riverside Ecological Designs, LLC regarding a property at 83 Malia Terrace, Tax Map/Lot # 018-260-208 stating they will be representing Mr. Vail for a Minimum Standard Review Wetlands Application concerning the re-location of stones in the stream bed and repair of the retaining wall in Cunningham Brook.  Ms. Holmes would like to discuss this letter with the Code Enforcement Officer.
  • Ms. Holmes reviewed the content of ASLPT – The Chatter – Summer 2016.

  • Ms. Holmes reviewed the content of SRKGC – June 2016 #90.

OLD BUSINESS

Newbury Tree Cutting Application – Review
Ms. Holmes discussed the new application format.

September NCC Meeting (report Katheryn – Our Lakes)

Fells Parking Lot
Discussion ensued regarding this project.

NEW BUSINESS

LSPA Annual Meeting – July 16, 2016:  9:15 a.m. – 11:00 a.m.
Ms. Holmes made mention of this upcoming event.

July 26:  7:00 p.m. – 8:30 p.m. -  Protecting Shorelands to Preserve Water Quality – Jay Aube (DES)
Ms. Holmes mentioned this upcoming event.

Other

Ms. Holmes distributed a worksheet in which committee members have been asked to list their concerns regarding The Fells parking lot.  

Mr. Unger made a motion to adjourn the meeting. Mr. Annable seconded the motion. All in favor.

The meeting adjourned at 8:42 p.m.
