Newbury Conservation Commission (NCC)
June 16, 2016

Members Present: Katheryn Holmes, Chair; Eric Unger, Vice-Chair, Bob Stewart, Sue Russell, Members; Bill Annable, Alternate.

Russell Smith, Select Board Member was in attendance.

Ms. Holmes called the meeting to order at 7:04 p.m.

ADMINISTRATIVE

Recording Secretary
Mrs. Holmes informed the Commission that Donna Long will be taking over as the Recording Secretary for the next several months.

Minutes
The NCC reviewed the minutes of May 10, 2016 and made corrections. Mr. Unger made a motion to accept the minutes as corrected. Ms. Stewart seconded the motion. All in favor.


BUFFER ZONE CUT:

The following Buffer Zone Cuts have been found to be in compliance:  

  • William Green on 19 Great Island, Newbury, Tax Map/Lot # 005-040-077.  To remove three trees in one cell to be removed as well as clearing 75% woodland Buffer Zone for New House and Septic.
  • William Murphy on 60 Lake Avenue, Newbury, to cut a dead/dying balsam fir behind the house over propane tanks.
DES:  SHORELAND IMPACT PERMIT 2016-01222
Ms. Holmes reviewed the following communications from the NH Department of Environmental Services (DES):

Shoreline Impact Permit
  • For William Green, for property located at 19 Great Island, Newbury, Permit # 2016-01222, Tax Map/Lot # 005-040-077, impact 10,315 sq. ft. within the Protected  Shoreland to construct a 3-bedroom cottage on piers, and a state-approved septic system.


COMMUNICATIONS
  • Ms. Holmes spoke about some upcoming events that are outlined in The Beacon.
  • Ms. Holmes read a letter that she had written to Mr. Thomas Hoffmeister.  The letter read as follows:
To whom it may concern:
This will serve as a formal retraction of any statements I made at the
Town of Newbury New Hampshire Conservation Commission meeting
on September 23, 2014 regarding Thomas Hoffmeister. My comments
were not accurate and should not have been made. I have never met or
spoken with Mr. Hoffmeister. I formally apologize to Mr. Hoffmeister
both personally and in my role as Chairperson of such Commission for
my intemperate remarks and lapse in professionalism. I should have
known better.

OLD BUSINESS

Hazardous Waste Day – June 18
Ms. Holmes asked who could be present at the Hazardous Waste Day held on June 18 from 9:00 a.m. – noon.  Sue Russell volunteered to be present at this event.  Eric Unger also volunteered to be at this event.

Fells-New Parking lot Discussion
Ms. Holmes asked for a thirty day extension from the Planning Board for this project.  Ms. Holmes asked Mr. Healey to let her know when The Fells plan to come to the Board again so the NCC can be present.  Ms. Holmes asked the Commission members if they would be interested in a site walk for this project.  Several members were interested in taking a site walk.  Ms. Homes will contact them to see if this can happen.  

Discussion ensued regarding this project.

Our Invitation – Lake Association Meeting?
Ms. Holmes said she will create an invitation and bring it into the Commission to show the members before she sends it out.  Ms. Holmes asked if anyone had any input on the invitation.  No one had any input at this time.  She will ask them to come to the September NCC meeting.  

NEW BUSINESS

Letter from Bruce Healy – Planning Board Chair
Ms. Holmes read a letter from Bruce Healey asking for help with updating the Master Plan for the community.  


Master Plan – Public Forum – Saturday June 18
Ms. Holmes stated that she will attend this forum.  Mr. Smith said there will be another meeting on Saturday, August 27.

Other
Ms. Holmes discussed an article entitled “Picking Our Battles” – A Guide to Planning Successful Invasive Plan Management Projects.  Mr. Stewart discussed the quarterly periodical entitled Northern Woodlands.  He said that it is a fascinating publication and suggested that other NCC members take the time to read it.  Mr. Smith told Ms. Holmes to speak with the Town Administrator to see if the town can sign up the NCC to receive this publication on an ongoing basis.

Ms. Holmes gave an update on the revised Tree Cutting Application in the Protected Shoreland.  She is still working on the details of the application with Patricia MacDonald and will be bringing it back to the Board when it is completed.

Ms. Holmes reminded everyone that Newbury Old Home Day will be held on Saturday, July 9.  Ms. Russell said she will be present at the event to make sure Trail Maps are available to anyone who wants to purchase one.

Ms. Russell made a motion to adjourn the meeting. Mr. Unger seconded the motion. All in favor.

The meeting adjourned at 8:03 p.m.
