Conservation Minutes 12/13/16

Newbury Conservation Commission (NCC)
December 13, 2016

Members Present: Katheryn Holmes, Chair; Eric Unger, Vice Chair; Bob Stewart, Sue Russell.

Russell Smith, Select Board Member was in attendance.

Ms. Holmes called the meeting to order at 7:07 p.m.

ADMINISTRATIVE:

Minutes
The NCC reviewed the minutes of October 11, 2016 and made corrections.  Ms. Russell made a motion to accept the minutes as corrected.  Mr. Unger seconded the motion.  All in favor.  The NCC reviewed the minutes of November 7, 2016 and made corrections.  Mr. Unger made a motion to accept the minutes as corrected.  Ms. Russell seconded the motion.  All in favor.


INTENT TO CUT:
There were no Intent to Cut applications to review.

BUFFER ZONE CUT:

The following Buffer Zone Cuts have been found to be in compliance:  

  • Albert W. Cretella 47 Lakewood Manor, Newbury.  Ms. Holmes reported that the hemlock was dead and recommended removal.  Approved.
  • Thomas Cvrk 41 Pine Cliff Road, Newbury.  Ms. Holmes and Mr. Unger had viewed this site and recommended removal. Approved.
  • Hricz 8 Gerald Drive, Newbury.  Mr. Unger went to the site and recommended removal. Approved.

DES:  

  • Wetlands & Non-Site Specific Permit – 2016-02018 – Barbara/Christopher Gootkind – 85 Grace Hill – Ms. Holmes stated that the work has begun on this project.
  • Wetlands & Non-Site Specific Permit – 2008-02781 – State of NH Fish & Game (expired 07/21/2014) – Ms. Holmes said she wants to know what the new expiration date would be.  Mr. Stewart asked if we know if they have been through significant alteration and shoreland yet.  Ms. Holmes said that we have not received an update on this.  According to Mr. Pavlicek (town administrator) it will be resubmitted again in the spring.
  • Shoreland Impact Permit – 2016-03176 – Ronald Ferris – 131 Grace Hill Road – permit to put in a driveway.
COMMUNICATIONS

  • Ms. Holmes distributed the updated tree application and the procedures that have been added to the process.
  • Ms. Holmes discussed the NHDES newsletter.  Ms. Holmes is going to reprint part of the article for The Newbury Times (town newsletter).  
  • Ms. Holmes discussed the Winter Botany Workshop that will be put on by the NH Association of Natural Resource Scientists on December 16.
  • Ms. Holmes shared the Forest Laws for Municipal Officials and Volunteers on December 14.  This is an all day workshop in Salisbury, NH.
  • Ms. Holmes also distributed the NH Town & City (publication of NH Municipal Association).
OLD BUSINESS

Follow up on Violations (Chalk Pond) –There was a brief discussion on the violation against 34 Gerald Drive.  The Code Enforcement Officer sent out a letter of violation on November 9 discussing a tree cutting that took place on August 22, 2016 with no tree cutting permit.

NEW BUSINESS

Planning Board – Accessory Apartments – Mr. Stewart explained that the accessory apartment is adding a separate living quarters and therefore needs additional room for the septic system.  He explained that this is in the DES rules.  Mr. Stewart will send these rules to the members of the NCC.  

Other  

Wild Goose - Ms. Holmes said she had a previous conversation with Mr. Unger regarding Wild Goose.  She said that one of the selectmen had suggested that they start saturating social media with information on Wild Goose.  Ms. Holmes thought she might start a group called Lake Guardians to help carry the outrage to more people.  She thinks they should all be on high alert and to think of ways to bring this to the public.  

Mr. Stewart made a motion to adjourn the meeting. Mr. Unger seconded the motion. All in favor.

The meeting adjourned at 8:23 p.m.
