NEWBURY CONSERVATION COMMISSION
Meeting Minutes Feb. 13, 2007

Intents to Cut:
1.      Louis and Gloria Marzelli are cutting 10 of 30 acres on Emily Lane (Tax Map 44/Lot 357-275) to produce 25,000 mean board feet of white and red pine logs and 480 tons of chips. Logger is Adam E. Mock of Webster, N.H.
2.      Kimberly C. Mock plans to cut 40 of 67.4 acres on Poor Farm Hill Road (48/299-133) to produce 75,000 mbf of various species of logs and 700 tons of chips. Logger is Adam E. Mock
3.      Emily Welsh plans to cut 10 of 26 acres on Morse Lane (033/197-164) to produce 20,000 mbf of white pine and hemlock logs and 160 tons of chips. Logger is Scott Falvey of Newbury.

Wetlands:
1.      Bly Hill Landing Homeowners Association, Rte. 103A (19/128,202), received DES approval Oct. 20, 2006 to proceed with its removal and replacement of several docks on Lake Sunapee, including relocating 6 rocks, subject to 12 specific conditions.
2.      Town of Newbury, Gillingham Drive (51/112-472, 182-512, 184-495, 184-522, and 185-125) has filed a Minimum Impact Expedited application to replace one 12-inch culvert with two 18-inch culverts in the same location, and extending an existing culvert by 10 feet to bring the outlet to the surface of Lake Todd. Approximately 345 square feet of wetlands are affected; 25 feet of shoreline will be temporarily impacted.
3.      Roy Family Trust received a Wetlands Permit and Non-Site Specific Permit to dredge and fill 6,578 square feet of palustrine wetland on Old Province Road (41/552-363) and install two 4-foot x 30-foot culverts and one 4-foot x 21-foot culvert in two crossing locations for a driveway to a proposed residence. Subject to 12 conditions.
4.      Landing Boat Club, 25 Lake Ave., Blodgett’s Landing (16A/366-471) received a WNSSP to repair an existing major docking facility, subject to 10 specific conditions.
5.      Matthew Clark, 98 Bay Point Road (7/171-390) received a WNSSP to repair an existing 21-foot, 7-inch x 31-foot two-slip boathouse, increasing the width of the inside two slips with no increase to the dimensions on Lake Sunapee, subject to 9 conditions.
6.      Michael and Debra Prozzo of 78 Gerald Drive (29A/792-3) were asked for more information and clarification of a project to build a house. The DES wants to know about setbacks and storm water controls, and needs plans that show boundaries, easements and footprint locations.
7.      Courtney Galuzzo of Chalk Pond Road (28/369-268) has filed a Standard Dredge and Fill Application to fill 1,020 square feet of wetland for a proposed house and driveway. The structure is not within jurisdictional wetlands. Additionally, 100 square feet of temporary wetland impact will occur to install a waterline from a proposed well.

Old Business:  
1.      Newbury Acreage. At 8:15 p.m. Unger recused himself and Weiler appointed Annable a voting member. Motion: That the Commission enter nonpublic session pursuant to RSA 91—A:3, II(d) to consider the acquisition, sale or lease of real or personal property. Moved Geddes, seconded Levine. Approved by roll call (two-thirds necessary for passage): Weiler, yes; Perrotta, yes; Geddes, yes; Levine, yes; Annable, yes. Motion approved. After the nonpublic session, it was moved by Perrotta, seconded by Geddes: That the minutes of the nonpublic session be withheld from public disclosure to avoid rendering the proposed action ineffective, and that the minutes be withheld until, in the opinion of a majority of members, the aforesaid circumstances no longer apply. Roll call vote: Annable, yes; Levine, yes; Geddes, yes; Perrotta, yes; Weiler, yes. Motion carried.

New Business:
1.      Carl W. Larson Lot, Old Post Road (42/604-151).  This acreage contains the historical Twiss Family Burial Grounds and the Twiss Family farmhouse and cellar holes. Mr. Larson  has logged the lot and has said he wants to sell to a developer. Weiler said he understands that as long as Larson owns the lot, Larson doesn’t want to talk about preserving the cemetery.
2.      Webb Subdivision, Newell and West Roads (36/658-426).  Mary C. Newell plans to create six house lots on 35.7 acres. The commission reviewed the plans. Frontage dimensions on existing roads need to be updated. No driveways appeared to cross wetlands.
3.      Chalk Pond Association. Geddes reported the association had received a grant of approximately $4,000 from DES to address storm water issues.
4.      Sunapee Area Watershed Coalition. Geddes said the group has formed the Lake Sunapee Watershed Plan Advisory Committee to review existing information about the Lake Sunapee Watershed and develop a watershed plan. A consultant has been hired and the project is expected to take a year.
