NEWBURY CONSERVATION COMMISSION
Meeting Minutes Nov. 14, 2006


Present: William Weiler, Deane Geddes, Frank Perrotta, Eric Unger, William Annable; Ann E. Poole, Conservation Plan consultant; Denise Rico, Terra Design, Henniker

October minutes: Moved Weiler, seconded Geddes, approved as corrected.

Intents to Cut: None

Wetlands:
1.      Town of Newbury, Fishersfield Park, Old Post Road (32/012,426 et al). DES issued a site-specific permit, subject to conditions.
2.      Kenneth Brown, Gillingham Drive (49/273,009). Minimum impact expedited application to repair dam is administratively complete. PE Blakeman Engineering Inc.
3.      John Helm, 54 Alsubet Court (50/496,097). DES said a variance to construct a septic system is not required.
4.      Landing Boat Club, 25 Lake Ave. (16A/366,471). Wetland and non-site specific permit issued to repair an existing major docking facility at Blodgett’s Landing on Lake Sunapee, subject to conditions.
5.      Evangelina Davis, 8 Lake Ave. (16A/350,537). Received a wetlands and non-site specific permit to repair a retaining wall and concrete pad to access the dock.
6.      Harlan Page, 74 Cheney Road, minimum impact expedited application to reconstruct a boathouse on Lake Sunapee, off of Route 103 (20/326,425).
7.      Anthony E. Taglino, 1041 Route 103 (20/324,482), notice of incomplete expedited application. Plan must show all dimensions, distances and elevations, and landowner’s telephone number.
8.      Roy Family Trust, Old Province Road (41/552,363). Notice of administrative completeness for a standard dredge and fill application to construct a driveway with three wetlands crossings.
9.      Thomas and Lisa Knott, 103 Grace Hill Road (15/317,147). Wetlands and non-site specific permit to replace a dock on Lake Sunapee, subject to conditions.
10.      Anthony Buonicore, 34 Shore Drive (34/202,015). Wetlands and non-site specific permit to repair a dock on Lake Sunapee, subject to conditions
11.      Steven Boulanger, Blye Hill Landing Homeowners Assn. (19/128,202).  Approved an application to amend a permit to permanently remove a walkway over public waters, remove a dock and relocate six rocks posing a hazard, and construct three docks and a permanent walkway on Lake Sunapee. “Interested parties may apply for reconsideration …within 20 days” of the notice date, Nov. 11, 2006.  Application must be approved by the governor and executive council.
        

Old Business:   
        
1.      Conservation Plan. Poole and Rico presented 8 draft copies of maps for the conservation plan. The commission reviewed the maps and offered corrections and suggestions for improvements. The maps reviewed were: 1. Base Map; 2. Water Resources; 3. Land Cover; 4. Unfragmented Lands; 5. Lands of Special Importance; 6. Ecologically Significant Areas; 7. Slopes and Promontories; 8. Tax Parcels and Zoning. Poole discussed a list of environmental organizations she prepared which she will use to establish any conservation programs planned in Newbury and surrounding towns. The commission suggested that not all the organizations listed needed to be contacted. Poole said she would contact the conservation commissions in adjacent towns for information about conservation efforts, if any, in those towns.
2.      Trail Maps. Perrotta said the trail map computer files had been retrieved by Annable and turned over to Poole and Rico for the conservation plan. He said Gerry Gold, trail master of the SRK Greenway Coalition, would review the map for accuracy and content. Weiler asked for a report on the supply of maps remaining, saying that Clare Bensley, CC alternate member, had told him she had boxes of them.  Also, he said Bensley had text files for the trail descriptions on the back of the map. Perrotta said he would contact CC member Suzanne Levine about the matter.
3.      Moose Plate Grant. Perrotta said the effort to acquire grant funds to treat knotweed had to be dropped. The town highway department began spraying roadside knotweed this fall. Weiler asked him to continue monitoring the situation.

New Business:
        1. Sunapee Area Watershed Coalition. Geddes said an informational workshop is planned for Dec. 13, 7-9 p.m. at the Sunapee Middle School, to discuss developing and implementing a watershed management plan. He said there are many sources of water quality threats. SAWC reviewed the ordinances in the six towns surrounding Lake Sunapee and discovered that only three, Newbury, New London and Sunapee, had adequate regulations.
