NEWBURY CONSERVATION COMMISSION
Meeting Minutes Aug. 8, 2006


Present: William Weiler, Deane Geddes, Frank Perrotta, William Annable. Meeting began at 7:31 p.m.

Minutes: Meeting of July 11, moved Geddes, seconded Annable, approved as read. Special meeting of July 25, moved Geddes, seconded Annable, approved as read.

Intents to Cut: None

Wetlands:
1.      William Weiler Driveway. Weiler received notification that his standard dredge and fill application to replace a culvert on his property at Reservoir Brook has been certified by DES as administratively complete.
2.      N.H. Department of Transportation. DES approved installation of two catch basins on N.H. Route 103 near Route 103A. The basins are known as “Sunapee Swirlers.”
3.      John and Nancy Girald, 199 Bay Point Road, Tax map 6, Lot 085-117. DES approved replacement of a deteriorating 18- by 16-foot stone dock crib.
4.      Dennis Danna, chief of the technical section of the N.H. Department of Transportation, received approval of an April 30, 2004 request to repair 70 feet of roadside and embankment on the Sunapee Beach access road. Approval was issued July 31, 2006.
5.      Richard Mozetta, 103 Bay Point Road, Tax map 7, Lot 166-398, filed a minimum impact expedited application to replace a 20-foot x 28-foot, 2-inch dock and crib that have been damaged by high water and ice and are unsafe.
6.      Kenneth Donnaghey. Weiler said he had discovered that Donnaghey was the owner of property off Shore Drive, where he is said by abutters planning to construct a lakefront platform. Weiler asked Geddes to check the DES Wetlands web site for any possible applications by Donnaghey for the project. If no applications are found, the commission authorized Geddes to send DES a letter asking for information about such a project.

Old Business:   
1.      Conservation Plan. Perrotta said consultant E. Ann Poole had e-mailed late Tuesday concerning maps for the plan. She said she had requested a quote for maps from Terra Landscape Design. She also pointed out a number of areas that needed to be clarified about map content. Poole said she would contact Lobdell Associates, which produced the 2001 Newbury Natural Resources Inventory, seeking an electronic copy of the NRI maps. She said she would respond to Tara Bamford of UVLSRPC about questions she had about maps needed for the plan. Weiler discussed some of Bamford’s questions, including those pertaining to trails, scenic roads and publicly owned land. He said he would pass on to Poole any information he had about the questions.
2.      Trail maps. Weiler said he had contacted alternate member Clare Bensley, who reported she had boxes of maps and perhaps a disc containing the file used to print the maps. He will let member Suzanne Levine know about the maps.
3.      Town Forest. Geddes asked whether the selectmen had any information about a proposal to create a Conservation Commission-supervised town forest at the Fishersfield Recreation Area. Weiler said he didn’t expect to hear anything until the 2007 Town Warrant was prepared in February. He said the commission should check at that time the language of any town forest warrant article proposed by the town administration.

New Business:
1.      Sutton Preservation Meeting. Perrotta said he had attended an informational meeting organized by the Sutton Conservation Commission to inform its residents of the pros and cons of land preservation. Among speakers were Dan Sundquist, of the Society for the Protection of N.H. Forests and a Sutton Planning Board member, and Deborah Stanley, executive direction of the Ausbon Sargent Land Preservation Trust. Perrotta suggested the Newbury Conservation Commission hold a similar meeting. Weiler said such a meeting would be better timed after the Conservation Plan is completed.
2.      Conservation Commission Budget. Weiler reported that $122 remained from the $600 appropriated for the Conservation Commission at Town Meeting. He said the commission would have to be careful about expenditures during the rest of the year.
