Special Meeting Minutes July 25, 2006


Present: William Weiler, Deane Geddes, Frank Perrotta, Suzanne Levine, Katheryn Holmes, and consultant E. Ann Poole

       Conservation Plan: Poole discussed the meeting July 14 in Hanover with Tara Bamford, executive director of the Upper Valley-Lake Sunapee Regional Planning Commission. Poole reviewed a list of maps that she, Geddes and Perrotta discussed with Bamford. Important among the maps needed will be the digitized tax maps being prepared for Newbury by Terra Maps. Because of delays, it may not be possible to use Terra Maps’ maps to prepare the conservation plan.

Some of the needed maps already exist in the regional planning commission’s database; others needed are already being prepared for the Newbury Planning Board, which is writing a new master plan. And some maps will have to be prepared specially for the Conservation Plan.

Bamford did not produce a promised estimate, at $50 an hour, of the cost to make new maps in time for today’s meeting. An attempt will be made to contact Bamford for the estimate. Meanwhile, Weiler asked Poole to contact possible alternate sources for the needed maps.

The Conservation Commission reviewed possible goals for the plan. Weiler said he thought the goals presented by Poole were too broad and should be more specific. He mentioned the Hanover Open Space Plan’s goals as a good example of specific goals. Poole said she would work on tightening up the goals, which include both project and Conservation Plan goals.

As part of the preparation process, two hearings will be scheduled. The first will be in the early stages of plan development and will encourage the public to present their opinions about the scope and content of a conservation plan. The second will be to present a draft of the proposed Conservation Plan to the public. Before each hearing, the commission will meet with the Planning Board for the same purposes.

After discussing services and deliverables, Weiler asked Poole for a monthly report summarizing her progress. The reports will be due in time for the commission to review them at the regular second-Tuesday meetings. The commission and Poole agreed that partial payment will be made to Poole after each report is accepted.

Poole said she would notify the commission about when the next special meeting to discuss the Conservation Plan would be needed.
