NEWBURY CONSERVATION COMMISSION
Special Meeting Minutes April 4, 2006

Present: William Weiler, Deane Geddes, Frank Perrotta

March 15 special meeting minutes: Moved Weiler, seconded Perrotta, approved as read.


Old Business:   
1.      Town Forest Proposal. Meeting convened at 3:15 p.m. Chairman Weiler displayed two maps of the Fishersfield recreation area on Old Post Road, indicating two possible boundaries for a Newbury Town Forest, to be managed by the commission. One map showed a boundary that excludes a small pond on the property; the second showed a boundary that includes the pond. After some discussion about the relative merits and demerits of having the pond in the forest, the commission said it would invite Selectman Richard Wright to the April 11 regular meeting to hear his views on a boundary. Weiler said the forest would have to be approved as a commission project by the 2007 Town Meeting before Conservation Fund monies could be spent to develop a management plan. Perrotta agreed.
2.      Conservation Plan. Weiler introduced a Request for Proposal he had prepared, to be sent to Conservation Plan consultant candidates. Weiler and Geddes said they wanted the proposal to be worded in a general way so the consultant selected can do his/her best job to produce a quality product for Newbury. After a thorough discussion, especially of language pertaining to the commission’s relationship to the Planning Board in the process, Weiler said he would have a revised proposal ready for the April 11 meeting.
