Minutes of Meeting March 17, 2014

The monthly meeting of the Town of Newbury Board of Fire Engineers was called to order by Chief William Pearson at 19:00 hours at the Newbury Station with the following members present:  William Pearson, Douglas Janvrin, Jr., Wallace Ziehler, Robert Dash, Timothy Wareham and Justin Webb.

Motion made by Wallace Ziehler and 2nd by Robert Dash to accept the minutes from January 25, 2014 as read.  Motion passed unanimously.  

Deputy Ziehler states that Protection 2 is no longer in negotiations with the Town for the proposed Public Safety Complex.

Deputy Janvrin read the Annual Town Report from the Board of Fire Engineers which is to be submitted to the Town.

Deputy Janvrin states that Bergeron Fire Protection will be at the Byfield Station  on Monday, March 31, 2014 at 6:30 pm for gear fitting.

Deputy Janvrin states that Diversified Testing has been notified that both Stations are in need of ladder testing.  The Deputy is awaiting a call from a technician to schedule the testing.

Chief Pearson states that the increase in coverage from VFIS has been negotiated by T.A. Blais.

Chief Pearson reports that Firefighter Walton is back to work and a doctors note has been given to the Town.

Chief Pearson states he has spoken to Rick Powers and discussed changes to the Fire Alarm system at the Woodbridge School property.

The new box number at Newbury Village seems to be working out well.  Chief Pearson spoke of issues with L.W. Bills regarding confusion with replacing the movement.

New laws regarding radio boxes vs. dialer systems for public buildings were discussed.


Chief Pearson states that a letter of recommendation for the Board of Fire Engineers appointments will be written and sent to the Selectmen next month. All members present expressed interest in remaining on the Board.  The Chief states that he will recommend all current members be reappointed and that Terrance Martin fill the seat left vacant by Captain Janvrin.  The Chief states that this follows the Board of Fire Engineers policy that members of the Board are recommended from the current Lieutenants.


Chief Pearson reports that the training over the weekend was excellent and well attended.

Chief Pearson reports that the budget for the ensuing year has been submitted to the Town.  

Training - A property on Old Point Road  may be available in April for training.  There will be ice rescue training at Chief Pearson's  pond on Monday at 18:15 hours.

Captain Webb spoke of reduced rate of pay for Firefighters who are not EMT or FFI/II certified.

Deputy Janvrin states the recent chimney fire on Old Pine Island Road went very well.

Dep. Ziehler requests that the Board revisit a previous decision regarding both Stations responses to reported structure fires.  A decision was made by the Board of send both Stations automatically to any reported structure fires in either precinct.  If the OIC decides that one Station can handle the incident, the other responding Station is to be sent in for coverage.  

Motion made by Timothy Wareham and 2nd by Robert Dash to adjourn at 20:11 hours.  Meeting adjourned.
